HomeMy WebLinkAboutRes2004-013 Sponsored by: Shealy I CITY OF SEWARD, ALASKA RESOLUTION 2004-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA AUTHORIZING THE CITY MANAGER TO ENTER INTO A GRANT AGREEMENT WITH THE ALASKA DEPARTMENT OF ENVIRONMENTAAL CONSERVATION AND ACCEPT GRANT FUNDS IN THE AMOUNT OF $99,800 TO THE WATER SOURCE STUDY GRANT. THE CITY'S MATCH WILL BE $42,772 APPROPRIATING FUNDS FROM THE WATER ENTERPRISE FUND WHEREAS, this ADEC Grant (76912) is a 70/30 matching grant; and WHEREAS, the purpose of this matching grant is to fund an assessment of the Water utility; and WHEREAS, the assessment will tell us what modifications are needed in order to comply with State and Federal Drinking Water Regulations; and I WHEREAS, alternatives for upgrades and cost estimates, including operational costs will be identified; and WHEREAS, an implementation plan for water system capital projects and an environmental plan will be developed; and WHEREAS, monitoring equipment to collect data, may be included. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Manager is hereby authorized to enter into a grant agreement with the Alaska Department of Environmental Conservation. Section 2. Funds in the amount of $42,772 are hereby appropriated from the Water Enterprise Fund retained earnings account no. 701-0-3070-0710; and authorize Expenditures totaling $142,572 from the grant contracted services account no. 710-7100- 5390. Section 3. This resolution shall take affect immediately upon its adoption. I PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 9th day of February 2004. Casey, Director of Public Works Subject: ADEC Grant for Water Source Study ________________________________________________________________ ______ BACKGROUND & JUSTIFICATION: In 2003, the Water Department applied for a grant with the Alaska Department of Environmental Conservation. On January 9, 2004, the City of Seward was formally offered the grant, in the amount of $99,800. This ADEC Grant (#76912) is a 70/30 matching grant, which means that ADEC will fund $99,800, and the City’s match will be $42,772, for a total project cost of $142,572. The purpose of this matching grant is to fund an assessment of the Water utility. The assessment will tell us what modifications are needed in the Water utility in order to comply with State and Federal Drinking Water Regulations. Because there are many drinking water regulation changes on the horizon, this assessment will allow the City’s Water utility management to take a pro-active approach. More specifically, this grant will finance assessing any modification needed to comply with existing drinking water regulations and the upcoming Groundwater and Radionuclide Rules. Alternatives for upgrades and cost estimates, including operational costs, will be identified. An implementation plan for water system capital projects and an environmental plan will be developed. Monitoring equipment to collect data, may be included. Preliminary design may be performed as funds allow. CONSISTENCY CHECKLIST: 1. Comprehensive Plan Yes 2. Approved by the Finance Department______________________________________ RECOMMENDATION: Council approve Resolution 2004-__ authorizing the City Manager to enter into a grant Agreement with the Alaska Department of Environmental Conservation and accept grant funds in the amount of $99,800 to the Water Source Study grant, account no. 710- 7100-4680-0200; and appropriate $42,772 from the Water Enterprise Fund retained earnings account no. 701-0-3070-0710; and authorize expenditures totaling $142,572 from the grant contracted services, account no. 710-7100-5390.
