The November 18, 2015 regular meeting of the Historic Preservation Commission was
called to order at 6:35 p.m. by Commissioner French.

City Administration Report, Library Museum Director Valarie Kingsland said SCLM
was now fully staffed. Annie Martin was selected as the new Program Coordinator and Michelle
Quinn was selected as the Permanent Part-time Aide. Kingsland apologized to the Commission
for being slow to respond to emails and requests. She said the past month had been tough with
people out of the office and out sick.
Kingsland stated that the Library Museum Open House went well with 687 attendance recorded
on the door counter. She also stated that the Library Museum Budget was approved by City
Council.
Kingsland said the Historic Preservation filing cabinet has been delivered and was in the
Research Room at the Library Museum. She said she had not received notification or direction
on what to do with the records from City Manager. She said that she appreciated Commissioners
understanding through tough transitions and apologized for not being able to get a work session
together when Judith Bittner was in town at the beginning of November.
Other Reports,Announcements and Presentations
Hepworth, Friends of the Jesse Lee Home and Iditarod Trail Blazers — No update,
Hepworth would try to stop by and see who to talk to while she was in town. Other
Commissioners stated that the Friends of the Jesse Lee Home was in the process of looking for a
new local coordinator.

Hepworth said Trail Blazers meeting on Monday, November 16 went well. John Eavis
brought maps of Forest Service parking areas to mark the Iditarod Trails,putting in interpretative
signage, and came up with a concept for medallions. Trail Blazers members also set goals for
upcoming projects, including the construction of a bridge at Mile 18. Trail Blazers would be
asking Alaska Railroad to make mention of and promote the trail.

added to next meeting agenda.

Thank you for your prompt reply. I understand that ADOT is the project administrator.The notice indicates they plan to
comply with AHPA Section 106 requirements,All I am asking you is your assurance that when ADOT comes to the City
for its advice or concurrence on this section of their Engineering and Environmental Analysis,that you will bring the
request to SHPC for advice.
I am only one SHPC Commissioner so I cannot speak for the Commission. However, I think it is safe to say the
Commission recognizes the importance of improving the City's roads. From the little I know about the road project there
is little that should raise any concern with the Commission. Unfortunately the same was true for the Third Ave. sewer
and paying project(I think it was before the start of your tenure as City Manager).ADOT was also the project
administrator.The AHPA Section 106 analysis did not include and mitigation plan for the unexpected discovery of
archeological artifacts. It was very fortunate that NPS had appropriate archeologists in Seward,working on sites
identified as potentially important during the NPS's AHPA Section 106 analysis for the"Mary Lowell Center".So when
artifacts were uncovered during the Third Ave project,the NPS archeologists and SHPO were able to step in with
minimal disruption of work. I know of no such archeological work planned for Seward in 2016.So it is important that
ADOT identify appropriate archeological expertise to step in in the unlikely case archeological artifacts are uncovered
during the 2016 road project.
Finally, I sent you my inquiry because I am uncertain what the appropriate protocol is for conveying my concerns, stated
above,to ADOT;should I address them directly as a Public Comment,should SHPC make a formal request to the ADOT
project administrator,or should the City of Seward make the request on behalf of itself and its HPC?

Seward Road Improvements

The Alaska Department of Transportation and Public Facilities (DOT&PF) has as-
sumed the responsibilities of the Federal Highway Administration under Section 326
of amended Chapter 3 of Title 23, United States Code (23 U.S.C. 326), and is soliciting
comments and information on a proposal to resurface the existing footprint of up to
25 road segments.The proposed project is located in Seward, Alaska. The proposed
work would include:
• Resurfacing existing roads (Road list can be found at: http://dot.alaska.gov/creg/
P D E/projects/CHWY00004/Roa d List.pdf)
• Upgrading pedestrian curb ramps to comply with Americans with Disabilities
Act (ADA) requirements
• Drainage improvements, as needed
• • Replacement signage and striping, as needed
• Vegetation clearing to re-establish ditches
• Paving of existing gravel roads (Oak St. and portion of Ash St.)
This proposed project will comply with Section 106 of the National Historic Pres-
ervation Act; Executive Orders: 11990 (Wetlands Protection), 11988 (Floodplain
• Protection), 12898 (Environmental Justice); the Clean Air Act, Clean Water Act, Fish

Description of Undertaking and the Area of Potential Effect(APE):
The City of Seward is located at the head of Resurrection Bay on the Kenai Peninsula, 125
miles south of Anchorage. The project is located on Lowell Creek and is constructed through
Bear Mountain on the southwest side of the City of Seward. Lowell Creek is a glacier-fed
stream that runs three miles through a steep,talus-strewn canyon to enter Resurrection Bay, and
originally formed and flowed across the alluvial fan on which Seward was built. During floods,
the stream can reach extremely high velocities and carry boulders weighing several tons. The
lower reaches of Lowell Creek were diverted away from the alluvial fan by a tunnel project. The
original USACE project consisted of a diversion dam 400 feet long with a maximum height of 25
feet and a tunnel to divert the creek away from the city and through Bear Mountain into
Resurrection Bay. The tunnel was authorized by Congress in 1937 and built in 1940. The tunnel
is 10 feet in diameter, 2,068 feet long, and exits to a concrete flume above the ocean's edge.
The railroad rails armoring the tunnel's floor have been torn out through the years, and the
floor has periodically eroded to bedrock. Thus,the tunnel is vulnerable to blockage and possible
collapse. The first major repair of the tunnel took place in 1945 with subsequent repairs made in
1968, 1984, 1988, 1991, and 2003 (USACE 2015). The tunnel continues to deteriorate due to
periodic high flow events. Repair and maintenance can only be done during the winter low-flow
period. The tunnel condition has deteriorated since the last repair in 2003,with large floods
occurring in 2006, 2009, 2012, and 2013.
Significant damages noted from a 2013 USACE investigation include:
• A large gouge in the left side wall of the tunnel at station 1+20 that is through the tunnel
lining and continues to get progressively larger. This gouge was last measured at 15 to
20 feet long by 1 to 2 feet high and 20 inches deep (Figure 2).
• The invert between station 0+73 and station 2+62 is showing signs of heavy wear with
several areas eroded through the tunnel lining into bedrock with two sections of loose
rail.
• The concrete lining downstream from station 2+62 is showing progressive wear with an
average of 4.8 inches of concrete eroded from the tunnel invert based on measurements
in April 2014.
• The ogee intake spillway has concrete eroded to the base of the rails in sections and steel
rails show significant wear in the lower section.
• Rebar is exposed on the tunnel walls and ceiling due to freeze thaw damage.

Immediate repairs are recommended for the Lowell Diversion Tunnel. The recommended
repairs include removal and replacement of loose and heavily worn steel rails in the intake
transition,replacement of high strength silica fume concrete in the intake transition and
sidewalls, and placement of mass concrete in the left wall gouge and areas within the invert that
are significantly eroded. Debris, including mud and rocks, within the tunnel would also be
removed. Two separate notification letters of similar action were sent to the SHPO office on
October 5, 1990,and July 30,2001, stating that there would be "no effect" to the historic Lowell
Tunnel (SEW-0011). The SHPO office concurred with the assessments in both notification
letters, agreeing that the rehabilitation work would not affect the historic value of SEW-0011,
and would better preserved the tunnel's original characteristics and function.
History:
The Lowell Creek Diversion Tunnel project was authorized-by Congress in 1937 and built in
1940. The original USACE project consisted of a dam and a tunnel to divert Lowell Creek away
from town and through Bear Mountain into Resurrection Bay. The tunnel is lined with concrete.
The floor was originally armored with 40-pound railroad rails welded to the channel cross-ties'
embedded in the floor. The space between rails was filled with concrete during subsequent
tunnel repairs. The tunnel exits into a concrete flume above the ocean. In 1945,the operation
and maintenance of the tunnel was given to the City of Seward. In 1969, 1988, 1989, 1991, and
2003,the cement lining and rails were repaired or replaced. The Lowell Creek Diversion Tunnel
was placed on the National Register of Historic Places on November 23, 1977,because of its
pioneering engineering characteristics.

Sites Identified in the Area of Potential Effect:
Examination of the Alaska Historic Resources Survey(AHRS) database revealed that there is
one historic property within the project APE: the Lowell Diversion Tunnel (SEW-0011;table 1).
No prehistoric sites are recorded within the project APE.

Lowell.Diversion Tunnel SEW-0011 Nominated for NRHP under Criterion C
The AHRS site cards states that the Lowell Diversion Tunnel has a period of significance
ranging between 1937 and 1940. The diversion tunnel was built by the USACE to control the
spring flooding in Seward. The flood control project on Lowell Creek is composed of three
structures, a diversion dam across Lowell Creek, a tunnel under Bear Mountain, and outlet works
discharging into Resurrection Bay.
In 1977, SEW-0011 was nominated for the National Register of Historic Places. SEW-0011
was nominated under Criterion C for portraying exemplary engineering characteristics for the
time and place. The Lowell Diversion Tunnel was constructed to replace unsatisfactory earlier
flood protection works which had so deteriorated by 1937 as to constitute a further community
menace, and to solve a flood problem dating from the 1900's which threatened the original
townsite of Seward. It was the USACE's first complete flood control project in Alaska.
There is a low probability for encountering intact archaeological deposits during the project's
undertaking, as the majority of the work will take place in the existing diversion tunnel,where
water will be diverted either into a pipeline within the tunnel or into an existing storm drain
system. The ground immediately surrounding the diversion tunnel has been heavily impacted by
previous construction activities and installation of the Lowell Creek Diversion Tunnel.
Assessment of Effect:
The Lowell Creek dam,tunnel, and outlet were listed in the National Register of Historic
Places in 1977. The proposed maintenance project will have minimal effects on SEW-0011.
Repairing the tunnel is expected to benefit SEW-0011 by preserving its usefulness without
changing its historical appearance. A 1990 Environmental Assessment and Finding of No
Significant Impact was prepared for similar repairs that are proposed for the current project's
scope of work. Subsequent maintenance in 2003 was similar to the 1990's undertaking and was
considered covered by the 1990 Environment Assessment as well as coordinated with by State
and Federal resource agencies. The majority of the proposed work will take place in the existing
diversion tunnel,where water will be diverted either into a pipeline within the tunnel or into an
existing storm drain system.

Because the proposed repairs to SEW-0011 are expected to benefit the diversion tunnel by
preserving its usefulness and historic appearance,the USACE has determined that there will be
no adverse effect to historic properties during this project's undertaking. If you have any

The National Alliance of Preservation Commissions'biennial FORUM is the only national conference focused on the issues facing local historic preservation commissions and
historic districts.FORUM 2016 celebrates both the 50th anniversary of the National Historic Preservation Act and the 100th anniversary of the National Park Service by
focusing on challenges historic communities are confronting today. Whether it's mitigating the impact of sea level rise,protecting resources of the recent past or recognizing
the contributions of diverse cultures to our shared heritage,historic preservation commissions play a key role in saving historic places.
We anticipate that FORUM 2016 attendees will represent a broad spectrum of interests in historic preservation,planning,and cultural resource management,from both
traditional and some not-so-traditional perspectives.By including the Alabama Trust for Historic Preservation,we will be able to bring together individuals from various arenas
within the preservation movement,creating a special synergy for FORUM 2016.
