All outstanding resolutions and proclamations have been submitted for the City Council meeting on Monday, February 22"d: Proclamations for the Resolution of the Seward Historic Preservation Commission, Recommending that the 2015 Seward Historic Preservation Award be Bestowed to Tanguy Libbrecht and Jennifer Headtke. Each individual will receive a proclamation. A Resolution of the Seward Historic Preservation Commission of the City of Seward, Alaska, Recommending that the City Council List the Eide-Stotko House Located at 420 Third Avenue on the Seward Register of Historic Places. A Resolution of the City Council of the State of Alaska, Accepting Funds from the State Historic Preservation Officer of the State of Alaska for a FY2015 Historic Preservation Fund: Travel and Training Grant in the Amount of$561.44 and Appropriating Funds. Through this agreement, our access to library collections will grow over 5000%. No,that wasn't a typo! • Library staff has been very busy planning and preparing behind the scenes to go live on the JLC in early spring. This includes updating and cleaning up our item and patron records, mapping our records to the new system, SirsiDynix Symphony, extensive training for the new system and procedures, updating our policies and numerous other details. • In order to prepare for the JLC, we will be closed a day or two a month for training. We appreciate your patience and understanding while we prepare for this amazing opportunity! So they will be setting the work session date (s) at this time. It would be ideal to get some recommendations to council as to when the best day for boards and commissions is to meet with the council. So if you can, either at an upcoming work session or meeting, could you get a sense from your body as to what day and time works best for them to meet? I can't guarantee anything, since we are working with several bodies of people here, but we can work the best we can to try and accommodate schedules. SHPC Chair Notes** for Regular Meeting Wednesday, February 17 2016 Chair Lasota—Update from Work Session—February 4, 2016 Commissioners Hepworth, French and Lasota were in attendance,without a quorum, no work could go forth on the SHPC Plan. Last work session on January 20`h,the commission completed discussion Section 5.8(new renumbered section) Economic Highlights. Admin Valarie sent out the new suggested corrections on February 3 to all commissioners. To insure work sessions/meetings have a quorum Chair Lasota,would like to suggest that the commission set up some kind of telephone tree for attendance notifications. Hard to know if there will be a quorum,with no known information pass through,the commission's work comes to a standstill. Consideration for our two commissioners traveling to the meetings is most desirable. On advice from Clerk Kinney, those commissioners at the work session were asked on our availability for either a Feb 23 or 24`h joint work session with City Council. Discussion will be under new business at the 2/17/16 regular meeting on what topics the commission shall bring forward to the council. See Clerk Kinney's Feb 8 and Admin Heather's Feb 10 emails. I attended the Resurrection Bay Historical Society meeting on January 28`h. A highlight of interest for SHPC is that President Dunham of RBHS did not mention the commission as a partner,even though both Commissioners Hepworth and French have been in attendance, and discussion for the 2017 celebration event. The Arts Council, Rotary and Chamber were cited. It would be of interest for some commissioners currently in the SHPC committee for the 2017 celebration, if working with RBHS is agreeable? As of yet,the RBHS has no plans. The Pratt Museum will handle grants for the Kenai Peninsula 2017 celebration; Chenault, Mike &Stevens, Gary on working on celebrations ideas; Kenai Mt. Turnagain Arm Heritage Area is working on the Cable House Restoration; Dan Seavey asked everyone to become more familiar with the Donlin Mine (see public notice in AND), if the 14"gas line is approved it will destroy 58 miles of the Iditarod National Trail. The Happy River steps will be destroyed,contact Dan if you have questions. City of Seward, Alaska Historic Preservation Commission Minutes December 16, 2015 Volume, Page Call to Order The December 16, 2015 regular meeting of the Historic Preservation Commission was called to order at 6:36 p.m. by Chair Lasota. Opening Ceremony Commissioner Woelkers led the pledge of allegiance to the flag. Kingsland said the Library would be busy with Joint Library Catalog project and that Administration would not be available for January meeting. Question is how does HP Commission respond to requests. Need to reach conscience on how to proceed. Kingsland recommended that Commission continue to work with City Manager as the Commission represents City of Seward. French would like to speak to City Manager with Commission's approval and to ask City Manager to attend a meeting and historic preservation trainings. I understand that ADOT is the project administrator.The notice indicates they plan to comply with AHPA Section 106 requirements,All I am asking you is your assurance that when ADOT comes to the City for its advice or concurrence on this section of their Engineering and Environmental Analysis,that you will bring the request to SHPC for advice. I am only one SHPC Commissioner so I cannot speak for the Commission. However, I think it is safe to say the Commission recognizes the importance of improving the City's roads. From the little I know about the road project there is little that should raise any concern with the Commission. Unfortunately the same was true for the Third Ave. sewer and paying project (I think it was before the start of your tenure as City Manager).ADOT was also the project administrator.The AHPA Section 106 analysis did not include and mitigation plan for the unexpected discovery of archeological artifacts. It was very fortunate that NPS had appropriate archeologists in Seward, working on sites identified as potentially important during the NPS's AHPA Section 106 analysis for the"Mary Lowell Center". So when artifacts were uncovered during the Third Ave project,the NPS archeologists and SHPO were able to step in with minimal disruption of work. I know of no such archeological work planned for Seward in 2016.So it is important that ADOT identify appropriate archeological expertise to step in in the unlikely case archeological artifacts are uncovered during the 2016 road project. Finally, I sent you my inquiry because I am uncertain what the appropriate protocol is for conveying my concerns, stated above,to ADOT; should I address them directly as a Public Comment,should SHPC make a formal request to the ADOT project administrator,or should the City of Seward make the request on behalf of itself and its HPC? The proposed project is located in Seward, Alaska. The proposed work would include: • Resurfacing existing roads (Road list can be found at: http://dot.alaska.gov/creg/ PDE/projects/CHWY00004/Road List.pdf) • Upgrading pedestrian curb ramps to comply with Americans with Disabilities Act (ADA) requirements • Drainage improvements, as needed • • Replacement signage and striping, as needed • Vegetation clearing to re-establish ditches • Paving of existing gravel roads (Oak St. and portion of Ash St.) This proposed project will comply with Section 106 of the National Historic Pres- ervation Act; Executive Orders: 11990 (Wetlands Protection), 11988 (Floodplain Protection), 12898 (Environmental Justice); the Clean Air Act, Clean Water Act, Fish and Wildlife Coordination Act, and U.S. DOT Act Section 4(f). Construction for the proposed project is anticipated to begin in Summer 2016. Spalling of concrete around the tunnel entrance walls and crown (USACE 4/16/2013). Immediate repairs are recommended for the Lowell Diversion Tunnel. The recommended repairs include removal and replacement of loose and heavily worn steel rails in the intake transition, replacement of high strength silica fume concrete in the intake transition and sidewalls, and placement of mass concrete in the left wall gouge and areas within the invert that are significantly eroded. Debris, including mud and rocks, within the tunnel would also be removed. Two separate notification letters of similar action were sent to the SHPO office on October 5, 1990, and July 30, 2001, stating that there would be "no effect" to the historic Lowell Tunnel (SEW-0011). The SHPO office concurred with the assessments in both notification letters, agreeing that the rehabilitation work would not affect the historic value of SEW-0011, and would better preserved the tunnel's original characteristics and function. History: The Lowell Creek Diversion Tunnel project was authorized by Congress in 1937 and built in 1940. The original USACE project consisted of a dam and a tunnel to divert Lowell Creek away from town and through Bear Mountain into Resurrection Bay. The tunnel is lined with concrete. The floor was originally armored with 40-pound railroad rails welded to the channel cross-ties' embedded in the floor. The space between rails was filled with concrete during subsequent tunnel repairs. The tunnel exits into a concrete flume above the ocean. In 1945, the operation and maintenance of the tunnel was given to the City of Seward. In 1969, 1988, 1989, 1991, and 2003, the cement lining and rails were repaired or replaced.
