City of Seward,Alaska City Council Special Meeting Minutes <br /> February 10, 2016 Volume 40, Page 21 <br /> CALL TO ORDER <br /> The February 10, 2016 special meeting of the Seward City Council was called to order at <br /> 5:15 p.m. by Mayor Jean Bardarson. <br /> OPENING CEREMONY <br /> City Manager Jim Hunt led the Pledge of Allegiance to the flag. <br /> ROLL CALL <br /> Jean Bardarson presiding and <br /> Marianna Keil Ristine Casagranda <br /> Dave Squires Dale Butts <br /> Sue McClure Deborah Altermatt <br /> comprising a quorum of the Council; and <br /> Jim Hunt, City Manager <br /> Johanna Kinney, City Clerk <br /> Absent—None <br /> CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR <br /> PUBLIC HEARING <br /> Carol Griswold was concerned about the evaluation of the City Manager. She questioned if <br /> there were any improprieties on his behalf since he owned 50% of a local business which was in <br /> violation of his employment contract with the council. She was also concerned with the City <br /> Manager's unprofessionalism,citing an incident at the May 26,2015 meeting.Griswold spoke of the <br /> loss of city employees and stated workplace bullying should not be occurring or tolerated.Many hard <br /> working, experienced employees had either quit or changed jobs. She urged council to initiate an <br /> internal confidential investigation on city hiring issues, preferential treatment, and adherence to <br /> policies and procedures. Lastly, she stated that with the budget the way it was, the fiscal situation <br /> was grim. The 2016-2017 budget was recently approved, freezing all employee salaries. She <br /> questioned if the City Manager was requesting an increase in pay. Griswold asked council how they <br /> could consider an increase in pay to the City Manager when all other employee wages were frozen. <br /> APPROVAL OF AGENDA AND CONSENT AGENDA <br /> Motion (Keil/Casagranda) Approval of Agenda and Consent Agenda <br /> Motion Passed Unanimous <br /> There were no consent agenda items. <br />
