ADJOURNMENT City of Seward, Alaska PACAB Agenda April 6, 2016 3/12 ALASKA RAILROAD April 6,2016 Port and Commerce Advisory Board Port of Seward City of Seward TEL 907.265.2209 FAX 907.265.2219 Report to the Port and Commerce Advisory Board Vessel Traffic- • March had a total of 14 vessels berthed at our docks. In addition to our normally scheduled Samson freight barges, we also had Turnagain Marine's barge Swift Water between projects, Alaska Logistics support barge, 2 Fuel Barges and 2 barges for maintenance and repairs. Events at the Terminal- • SERVs on dock training April 10-12 on the Cruise Dock and inside the Cruise Ship Terminal. Every year, vessels of opportunity participate in rigorous training that lasts several days.Crews spend time in the classroom learning oil spill and emergency response basics. Then they head on water for hands-on experience. They work with SERVS personnel on response barges to load up their own boats with equipment, and then practice deploying boom,setting up skimmers, and rehearsing other recovery tactics. Additionally, many vessels participate in drills and exercises to ensure they are prepared to respond in case of an actual incident. Other Items of Note- • ARRC Bridges and Buildings(BB6)crew completed nonstructural fender piling repairs on Cruise Dock. BB6 worked with local contractor Storm Chasers to pull old pilings,secure loose pilings and replace as necessary. • Attended Port Ave directional signage and pedestrian safety meeting on 3/23/2016 with the City of Seward, Chamber of Commerce,Port Ave businesses and ARRC. • Paved Fish Unloading Area at the south end of our Freight Dock was awarded to McKenna Brothers, This upgrade is to accommodate fishing vessels seeking to unload their catch in Seward. Upgrades include a 7,000+ square foot paved area,additional electrical power and water service. The existing light pole provides ample illumination and jersey barriers will define the fish unloading area,separating it from other freight operations. • Restriping our transportation/parking area in front of the Cruise Ship Terminal was awarded to MJM Services. This striping is scheduled for completion between April 27 and May 15,2016. • First Cruise Ship Crystal Serenity April 26,2016. This 1080 passenger Cruise Ship is docking in Seward as part of a 23 night world cruise including Ports in Japan,Russia,Alaska,Canada and California. Sincerely, Seward Port Manager Christy Terry 4/12 Report to PACAB 06 APRIL 2016 Seward Chamber of Commerce, CVB Cindy Clock Final appointments are being scheduled for the Seattle Partner's visit April 14 & 15. The trip is once again being tagged onto the City's Washington DC trip — which makes for efficient use of travel dollars — but is asking a lot of our City representatives. At this time we're planning to make courtesy calls on Fishermen's Finest, Samson Tug & Barge, Holland America Lines, Princess Tours, Totem Ocean Trailer Express, SeaTac Marine (SBS Barges), Fisheries supply and the City of Seattle on the subject of legalization of marijuana and subsequent health & safety issues as well as revenue opportunities for "Marijuana Tourism". Joining us for the first time this year and sure to make a great impression is Susie Urbach, Chamber Board President. Topics of discussion will of course include the Seward Marine Industrial Center breakwater and upgrades — the new Harbor floats, the Railport Seward expansion plan, the great forecast for the 2016 tourism season and most importantly — that Seward is and will remain open for business. Christina Hendrickson with the Railport Seward project led a walk-about that included Port Ave businesses, the AKRR, the City and Chamber. The good thing was that it wasn't raining. Everything else was pretty bleak. The initial thoughts are that a lot can be done with some well positioned, informational & attractive signage at both ends of Port Avenue, flowers planted and cared for in the flower boxes that are already there, and perhaps stenciled animal footprints painted on the sidewalk to further direct cruise ship and railroad passengers — keeping them out of the street © When contemplating the use of the cruise ship head tax funds, we encourage the City to make improvements that will directly (as opposed to indirectly) benefit and impact our cruise ship visitors. We expect the typical huge turnout of folks at the this Thursday — Sunday. We've arranged for 12 boxes of our Destination Guides to be on hand and gave away all 1500 at the Great Alaskan Sportsmen's Show at the Sullivan Arena. We love promoting all our member businesses along with the beautiful seaside community that we call home -- and held a raffle advertising the June Halibut Tournament. The Halibut Tournament committee is working hard to grow this very important June fishing event. The tagged fish prizes are increasing — up to 50 this year and that helps to take the emphasis off the largest fish prize. Boundaries are being created to eliminate the top prize winners coming from the overnight charters. This creates more of a level playing field for all participants and hopefully will encourage more entry ticket sales. 5/12 In preparation for the very busy summer season I've lined up 5 Visitor Center reps. So far it's working out that there's not too much overlap of schedules — and the entire season will be covered! As most seasonal businesses can attest — it's tough losing your summer staff mid-August. You've probably heard me mention before that the Chamber is bringing the Event Guides "home". Here are some of the NEW features: -More content by going from a 16 page to a 28 page full color publication. -Available in full electronic format posted on the official Seward.com MMR page with direct links to advertiser's websites. -Promotion of MMR event and direct link to publication will be featured in online ad for the month of June until July 4th on the AK Dispatch home page with over 200,000 impressions guaranteed. -Printing & Distribution of up to 10,000 copies at customized and select distribution locations. (Including key visitor centers, hotels, fitness centers, restaurants, activity centers, sporting goods stores, coffee shops, ry rentals and more.) -Lower (and competitive) ad rates -All ad sales will be used towards the production of this guide and any extra revenue will be invested back into the promotion of the Mount Marathon Race and the community of Seward. This attractive event guide opportunity will be available for the 2016 Silver Salmon Derby --- and in 2017 we'll add a guide for the June Halibut Tournament. The Seward Business Network (Rise & Shiners!) meets every other Thursday at 7:00 am at the Breeze Restaurant. So get up early on Thursday, April 14th if you'd like to attend. Next Chamber Luncheon is Friday April 15th when we hear from Tom Tougas about his recent trip to China. I've heard it reported that one in ten Alaska visitors is now from China. 6/12 CMR HARBOR 1. We had construction meetings with Hamilton Construction and R&M for the SMIC breakwater project on 3-31-2016 and 4-7-2016. 2. Hamilton Construction is continuing to stock pile rock on the North Dock and in Kodiak,dredging is complete waiting on survey to see if additional dredging is needed in the fall,the new sewer outfall was installed on 4-1-2016, it was also extended 150 beyond what was initially bid to meet new DEC requirements. 3. The lights have been installed on A and S-float the pedestals for B and C-float should be in this week. 4. The Harbor, R&M and Turnagain Marine had construction meetings on 3-31-2016 and 4-7-2016, Turnagain Marine is currently ahead of schedule. 5. He just wanted to let everyone know that he is overwhelmed with our Country and City. He is proud to know that Seward is Terry wanted to thank the Chamber for such a great logo for Mt. Marathon. Terry would like to have Vigor to come to the next meeting. Hughes is excited about his upcoming ventures at SMIC. He is concerned with Vigor's process and would like an update. Schaefermeyer wanted to let everyone know that Alaska SeaLife Center is increasing their hours. NOW, THEREFORE, BE IT RESOLVED by the Port and Commerce Advisory Board that: Section 1. The following List of Priorities through April 2017 is hereby approved by the Board and recommended to Council for their approval: PRIORITIES 1) Review taxes, especially vessel property tax. 2) Review the Harbor Tariff. 3) Work to support industries to Seward including the CDQ fleets and related industries, Oil & gas related industries, transportation, and commercial fishing. 4) Help lead Seward Marine Industrial Center(SMIC) development plan. 5) Prioritize Federal and State Priorities for Port& Commerce Initiatives 6) Explore energy alternatives (Wind, Solar, Geothermal and Hydroelectric etc.) and alternatives to energy(BIO fuel, LNG etc.). Section 2. The Board reviewed their Priority List at the March 2,2016 meeting following their joint work session with Council on February 24,2016. During the joint work session,the Board and Council reviewed and updated the 2016-2017 Priorities List. At their April 6, 2016 meeting PACAB approved Resolution 2016-00 recommending Council adoption of the Board's 2016-2017 Priority List. CONSISTENCY CHECKLIST: Yes No N/A Comprehensive Plan: Most of the priorities which the Board wishes 1. to work on are an outgrowth of goals and objectives established in the X Comprehensive Plan. 2. Strategic Plan: The Strategic Plan also identifies many of the priorities addressed by the List.
