HomeMy WebLinkAboutRes2016-047Sponsored by: Hunt CITY OF SEWARD, ALASKA RESOLUTION 2016-047 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A REVISED CONTRACT WITH THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS (IBEW) EFFECTIVE JULY 1, 2016 AND ENDING JUNE 30, 2019 WHEREAS, the City of Seward and the IBEW have negotiated and agreed upon a new contract governing the wages and working conditions for electrical linemen and operators employed by the City through the Electric Department; and WHEREAS, the City and the Union agree to the terms and conditions as outlined in the attached contract which expires June 30, 2019: and WHEREAS, the City and the Union were not able to reach this tentative agreement until June 28, 2016 and the current contract expired on June 30, 2016; the City and the IBEW have continued under the terms of the old agreement pending Council approval of this tentative agreement. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Manager is authorized to enter into an agreement, in substantially the form presented at this meeting, with the International Brotherhood of Electrical Workers effective July 1, 2016 and continuing until June 30, 2019. Section 2. This resolution shall take effect immediately upon its adoption with all economic terms to be implemented retroactively to July 1, 2016 as appropriate. SEAL ® A 1 1 Agenda Statement Meeting Date: July 25, 2016 To: City Council Through: Jim Hunt, City Manag From: John Foutz, Electric Utility Manager Agenda Item: Approval of the 2016-2019 International Brotherhood of Electrical Workers (IBEW) Contract BACKGROUND & JUSTIFICATION: The attached contract is the result of several days of negotiations between the representatives of the City of Seward and the International Brotherhood of Electrical Workers (IBEW) employees. Both sides were cooperative, productive and efficient in negotiating this tentative agreement. The new contract has an effective date of July 1, 2016 and will continue through June 30, 2019. Because the tentative agreement was reached after the July I 1 agenda was published, the parties have agreed that the contract provisions, if approved, will operate retroactively to the effective date. The agreed changes in the contract are as follows: Strikeou = Delete Bold = New • Section 5.2 Overtime (a) Calculation, Page 14: All work in excess of the above eight (8) hour day shall be considered overtime and paid for at double the regular hourly rate with the time calculated to the nearest (I /10) quarter (1/4) of an hour. • Section 5.2 Overtime (c) Relief/Overlap, Page 15: An employee required to work between the hours of 10:00 p.m. and 5:00 a.m. shall not report to work the next day following until he has had eight (8) nine (9) consecutive hours relief; • Section 5.3 Meals Furnished by City, Page 15: The employee also shall be permitted to elect to take an "in lieu of meal" allowance of T-4we _� Fifty Cents ($12.50) and ene meals that are eate Twenty Dollars ($20) and one-half (1/2) hour at the applicable rate. • Section 10.5 Employee Meals While Operating the Generator, Page 28: Missed meals will be paid at $12.50 20.00 and one-half (1/2) hour at the applicable rate. with no i Section 12.1 Trust Fund Contributions (a) Pension Fund (2), Page 31: Effective July 1, 291-3 2016 and subject to the maximum amount set forth below, the City will pay into the AEPF the sum of five and :78/1 nn Dollars ($5 79) Six Dollars and Seventy -One Cents ($6.71) for each compensable hour earned in a month by an employee in a job classification listed in Article XIII herein. The City will cover up to a 74/6-5% increase in the premium, each year. Any increase above 7-OA5% will be paid by the employee. Section 12.2 Wage Rate, Page 33: The base wage rate for purposes of calculating the wages of employees covered by this Agreement shall be $43.22 $46.13 per hour for the term of this Agreement. Individuals covered under the terms of this agreement shall not be entitled to receive any across-the-board pay increases granted by the City Council to all other regular City employees. Effective July 1, 2414 2017, all journeyman linemen and wiremen shall receive an increase of the current base rate of pay or the current base rate equal to 100% of the U.S. Department of Labor Consumer Price Index for all -urban consumers for Anchorage measured from January 1, 24142016 through December 31, 241-32016, with a minimum of 1% 544 and a maximum of 3%. Effective July 1, 2015 018, all journeyman linemen and wiremen shall receive an increase of the current base rate of pay or the current base rate equal to l 00% of the U.S. Department of Labor Consumer Price Index for all -urban consumers for Anchorage measured from January 1, 24�42017 through December 31, 2414 2017, with a minimum of 1% 51% and a maximum of 3%. INTENT: The intent is to protect the interests of the City and its ratepayers while reasonably providing fair and equitable treatment to the union employees employed by the City of Seward. Other (list): X FISCAL NOTE: The 2016 and 2017 Budgets anticipated a nominal increase in the cost of salaries and benefits for union employees and are sufficient to cover the additional negotiated costs, without need of a budget modification. The above prior contract wage and benefit amounts do not reflect the preceding years' values but reflect the values in place at the beginning of the former three-year contract period (for example, the monthly union insurance premium is currently $1,853 per month and the base wage is currently $45.23).
