The following is an update from the company hired by the city to remove and dispose of the sludge at the Lowell Point
and SMIC sewage lagoons.
Reminder there is a work session on this project at 5:30 p.m. in the City Council Chambers on April 2, 2015.

Subject: Lowell Point and Sludge disposal permit
It may be helpful for me to give a detailed explanation for our plan to start the SMIC lagoon before we start the Lowell Point
lagoon. We understand the importance of cleaning the Lowell Point lagoon and we realize the citizens of Lowell Point want us
to start ASAP.The schedule that we have in place is efficient and will ensure that we finish the Lowell Point lagoon ASAP.
We are going to start at the SMIC lagoon with a small hydraulic dredge and our centrifuge. It will take approximately one
week to dredge and dewater this sludge. Once we have removed as much sludge as possible with the dredge,we will shut
down the centrifuge dewatering operation and immediately move it over to the Lowell Point lagoon to begin cleaning Cell#1.
The City will remove the remaining water from the SMIC lagoon and our subcontractor will finish cleaning the last few inches
of sludge out of the SMIC lagoon and hauling it over to our dewatering operation at Lowell Point.
If we were to start at Lowell Point first,we would have to clean Cell#1,then move the centrifuge to SMIC to clean that lagoon
and then move back to Lowell Point to clean Cell#2. By starting at SMIC first,we eliminate having to mobilize and demobilize
the dewatering option an extra time which saves us about a week.
The efficiency we gain by only moving the dewatering operation one time will result in the Lowell Point lagoon being cleaned
ASAP.
