MJL Z ENG4EERiW.CROUP, LLC ---- LINE EXTENSION Scale: 1" = 400' W Project: Date: AUG 2013 Figure: 1 5A -e Project Description: This project will construct a new 1,400 --foot sewer main to provide municipal sewer service to an area of Seward currently not served. The project includes 4 sewer manholes and sewer service to 9 new properties. General Project Location; The project is located in North Seward within the Forest Acres Subdivision. It is accessed by Maple Street and Hemlock Street. Describe Issues and Benefits: Upcoming development in the area will require individual on-site wastewater treatment systems without this sewer main extension. By expanding the City of Seward's wastewater collection system, sewer service will be provided to newly developed properties allowing wastewater to be conveyed within a publicly maintained system and treated at the City's regulated wastewater treatment facility. This project will also provide redundancy in the sewer system which is important to the Long -Term Care Facility which is on the same sewer line. f Maple Street Sewer ACWFL • 8/5/11— Rough Order of Magnitude Cost from CRW for Sewer Line Estimate • 5/22/12 - Letter of Commitment to Seward for $400K Sewer Loan • 7/23/12 - Resolution 2012-058 signed by Mayor Seaward to assume $400K sewer loan • 2/26/13 — Received ACWFL from the State of AK • 7/12/13 — Met with Finance Director to discuss option funding options • 7/16/13 —Jim Hunt signed loan application • 4/21/15 — Loan #769081 received from ACWFL • 5/8/15 — Offered $40K subsidy, possibly up to $80K for project • 7/15/15 — Advised ADEC that the City no longer wishes to pursue this funding/project Maple Street Water ADWFL • 8/3/12 — Rough Order of Magnitude Cost from CRW for Water Line Estimate • 7/8/13 — Resolution 2013-057 signed by Mayor Seaward to assume $500K water loan • 7/12/13 — Met with Finance Director to discuss option funding options • 12/12/13 — Loan application submitted to ADWFL • 3/11/14 — Email from Kris stating we told council we would not be using the Water loan • 7/15/15 — Advised ADEC that the City no longer wishes to pursue this funding/project SEWARD, ALASKA File: O&M Estimate Maple Street Water Tab: Maple Street Water OPERATIONS AND MAINTENANCE COST Maple Street Water Main Extension Design Assumptions: User Data: Total Lots Served Water Use Average Household Size System Data: Water Length Total Services Total Fire Hydrants Total Valves Operational Costs: Burdened Labor Rate Other Assumptions: Labor - Flushing, Inspection & Excercising Valves Es 9 Lots 150 gpcd 2.5 people/home 1,400 LF 9 EA 2 EA 4 EA $35 /hr 4 hr/yr timated Annual Operation & Maintenance Cost Labor $140 Total Annual O&M Costs $140 CRW ENGINEERING GROUP, LLC Date Printed: 7/9/2015 Maple Street Water & Se RECEIVED Comments from Larry Harmon NOV 062015 OFFICE OF THE CITY CLERK I am sorry I could not attend the meeting tonight. I wanted to mention a few things listed below. Harmon Properties is willing to work with the City of Seward to create more lots that will increase the taxable base and provide nice locations for future residences. • The survey shows proposed subdivided lots highlighted in pink. • The SCN article is from July 23, 2013 discussing that City Council had passed a resolution stating its intent to fund $400,000 for the Maple Street Sewer Line Project. • As I recall, the original plans from the North Seward Water Storage Tank bid had shown the Maple Street Water and Sewer as an alternate. They were removed from the bid process. They have been completely designed by CRW Engineers. Please feel free to call and discuss these matters with me. Heidi Zemach photo iW +y Seafrh - • 'he Seward City Council authorized City Manager James Hunt to enter into two major construction contracts at Monday night's council meeting. The first was a 349,000 contract with Metco Inc. for the Dairy Hill Drainage Mitigation Project that had an additional $15,000 contingency fee for additional unanticipated costs. he second was a contract of up to $478,000 for Hannon Construction, another local company, to erect a steel warehouse building on a prepared foundation at the ackup power generation facility at Forest Acres, and to design and install its lighting and heating systems. he council also passed a resolution stating its intent to fund $400,000 for the Maple Street Sewer Line Project, subject to receiving a loan in that amount— though it now appears that the anticipated loan now has to be re-applied for by the city due to a bureaucratic snafu by the state department that was to issue it. he project, which had not been on any prior city priority list to date, will not be delayed by this setback, according to city administration, as it had not been ;heduled to begin until next year. The project would bring city water and sewer lines to a section of undeveloped city land on one side of Maple Street, thus aking it more attractive to potential future development, council member Jean Bardarson explained after the meeting. he council also authorized the city manager to replace an old 1999 Ford pickup truck, used by the harbor, with a small 4 -wheel drive SUV for $22,800. The truck, hich has had considerable problems and is in frequent need of repairs will be sold by the city during its equipment surplus sale. ie highlight of the meeting, or at least the part that would make anyone following it sit up and take note, dealt with a resolution sponsored by Hunt reaffirming e Seward Chamber of Commerce's rule as Seward's lead marketing entity, and with City Mayor David Seaward's objections to city promises to continue to fund with half of the Bed Tax revenues collected from each second prior year. His was the lone no vote, (with councilmember Ristine Casagranda absent), and the solution passed easily by the remainder of the council. mt said he needed direction by the council on this issue in advance of upcoming budget discussions, which would begin in the Fall. Three of the city council umbent's seats, and also the city mayor's seat, are set to expire, however, and it's unknown what the makeup of a future council might be. The resolution also s introduced following some public debate generated following a recent failed proposal by the mayor to hold a ballot vote on whether the 4 % bed tax (approved city voters in 1996) should be repealed. tVJ/sewardcilynews.cam/2013107/projects-p us -some -pre -election -fireworks/ 1111 0% Seward Road Improvements 576 days Fri 6112115 Fri U125/1 0% Design 331 days Fri 6112115 Fri 9/16/1 0% Scoping/PMP 2 wks Fri 6112115 Thu 6/25/1 0% ATP 12 wks Fri 6126115 Thu 9/17/1 o% Draft DSR 2 mons Fri 9/18115 Thu 11/12/1 0% PIH Submittal 14 wks Fri 9/18115 Thu 12/24/1 0% PIH Review 3 wks Fri 12125115 Thu 1/14/1 0% Final DSR 3 wks Fri 1115116 Thu 214/1 0% 95% Submittal 6wks Fri 1/22116 Thu 301 0% 95% Review 3 wks Fri 314116 Thu 3/2411 o% 95% Review Meeting 1 day Fri 3125116 Fri 3125/1 0°% Final PS&E Submittal 4 wks Fri 4/1116 Thu 4128/1 0% Certification to ATA 6 wks Fri 4129116 Thu 619/1 0% Advertise to Bid Opening 3 wks.
