All interested persons are invited to attend the meetings. POSTED: Wednesday, August 12, 2015 City Hall bulletin board U.S. Post Office Harbormaster's Building eyj*/lam 11 J'i OIL - (Utility) Special Improvement District Info Initiated by petition of 50% of cost share owners, or Council can direct Manager. • In either case, Manager surveys and reports on the need, extent, and estimated cost, and shall include a map or legal description. Following the report, a public hearing is held. • The hearing is to determine if the proposed district is in the public interest. o Notice of hearing published weekly'for four weeks, mailed notice to affected property owners, includes summary of the improvements and how to protest or object. o Protest by 50% cost share owners stops process. • After hearing, Council adopts or rejects a resolution, with findings that the improvement is necessary and will benefit the properties to be assessed. • If passed, a separate account is established and design and construction proceeds subject to acquisition of financing. All -in costs of the improvements are apportioned reasonably by Council across all benefitted properties. • An assessment roll is prepared, and a notice of public hearing to hear objections to the roll is given, with same once weekly for four weeks and mailings requirements. Council adopts resolution confirms the assessment roll, establishes the levy and the payment schedule. Council can bond, but only with one year's payments established in a guarantee fund. Benefitted properties otherwise exempted from taxation are subject to assessment.
