City of Seward, Alaska City Council Minutes <br /> November 21, 2016 Volume 40, Page 142 <br /> CALL TO ORDER <br /> The November 21, 2016 regular meeting of the Seward City Council was called to order at <br /> 7:00 p.m. by Mayor Jean Bardarson. <br /> OPENING CEREMONY <br /> Police Chief Tom Clemons led the Pledge of Allegiance to the flag. <br /> ROLL CALL <br /> There were present: <br /> Jean Bardarson presiding and <br /> Marianna Keil Ristine Casagranda <br /> Deborah Altermatt Sue McClure <br /> Dave Squires Erik Slater <br /> comprising a quorum of the Council; and <br /> Jim Hunt, City Manager <br /> Johanna Kinney, City Clerk <br /> Will Earnhart, City Attorney <br /> Absent—None <br /> CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR <br /> PUBLIC HEARING <br /> Orson Smith, the city's representative on the Prince William Sound Regional Citizens <br /> Advisory Council (PWSRCAC), gave a brief update on the council. He noted the PWSRCAC was <br /> founded in 1989 and mandated by the Oil Pollution Act of 1990.They had a new Executive Director, <br /> Donna Schantz and Smith felt that she was doing a great job. The proposed changes by the State of <br /> Alaska to the Alaska Unified Plan had been withdrawn; the city had expressed opposition to this <br /> proposal earlier in the year. <br /> Kelley Lane asked about the campgrounds in town and the occupancy of the city <br /> campground. <br /> APPROVAL OF AGENDA AND CONSENT AGENDA <br /> Motion (Keil/Casagranda) Approval of Agenda and Consent Agenda <br /> Slater stated he owned a restaurant in town and maintained permits to sell beer and wine with <br /> the Alcoholic Beverage Control(ABC)Board and asked for a ruling on a potential conflict of <br />
