The Seward Halibut Tournament has one more week to go. Leader board has
Mark Callister, of Excelsior, Missouri in the top spot with his 260.6 lb halibut
caught on the One Day — Hill Norvell Alaskan Fishing Charters.
SEGP SMIC group meets tomorrow morning at 9:00 am upstairs at the Library.
On Wednesday, the Energy group will meet at Seward Aircraft Storage — last
hanger on Airport Rd — at noon. Our first Forum will take the place of a Core
Group meeting. The 7:00 — 8:00 pm Forum will also be held at the airport
hanger. "Doers & Brewers" a casual, yet information packed evening as we hear
from Chris Sheehan and Phil Kaluza on geo-thermal energy. Bring your own
brainstorming and beverages!
We are almost ready for our biggest day of the year — July 4th. Vendor spots are
sold out — 1 hear we have some very interesting booths this year. Securitas has
been contracted for traffic control, Skinny Raven Sports will be our timers, the
MMRC has filled most of the volunteer positions — however there are still some
spots open if you'd like to get in on the exciting behind the scenes action — just
call us 224-8051. The parade has 20 entries so far, and most are not politicians!
The event guides and retail event wear will be available in the usual retail outlets
soon.
Hope you can join us at our July 18th Chamber Luncheon with Shanon Hamrick,
KPTMC - noon at the Breeze Inn Hotel conference room. Shanon will address
the peninsula bed tax issue.
The City of Seward has had a bed tax in place to support destination marketing
for Seward since 1996. Half of the proceeds of this tax are used to market
Seward, quite successfully - revenues from accommodations in the city limits
have increased 218% since 1997.
The Kenai Peninsula Tourism Marketing Council has been advocating for many
years for a sustainable funding solution that would give The Kenai a competitive
foothold in the Alaska market with other areas that have much larger budgets.
Destination marketing works, which is why virtually every state, county and city
has a destination marketing organization (DMO) or chamber that conducts
marketing for the area. In the US the average DMO budget is 3 million dollars,
80% of those funds come from accommodations taxes. Shanon has done a
considerable amount of research and there are no studies that show a bed tax
having a negative impact on tourism, with the exception of New York City when
an increase in taxes brought their total room night tax to almost $50.

1. SUMMARY OF WORK PERFORMED DURING THE PERIOD
Tasks 1- 8: SMIC Development Concept Development, Coastal Modeling, Public Involvement,
and Preliminary Design/Permitting: Tasks have been completed/closed in December 2012.
Task 9 — Dredging Sampling Analysis & Permitting
• R&M has continued to respond to USACE comments and requests for additional information
from USACE. A formal response was submitted on 5/14/14.
• Continue to work on negotiation with USACE for observation radius during pile driving, mitigation
requirements, dredge material characterization and disposal, etc.
• The fish passage was added to partially cover mitigation requirements. The City expressed they
would like to set aside conservation area for the remaining amounts. This was written in a
response to the USACE.
• Had a teleconference call with Katie of USACE on 6/19/14 and provided the following information
(She was preparing to be out of the office for 3 weeks):
• We revised wildlife observer specs to meet their request for stop work authority,
observation begin their only duty, and a maximum of 4 hour shifts.
• Hightide Environmental was hired to provide information on benthic habitat in
Resurrection Bay and independent biological opinion of the potential impacts at the
dredged material disposal site.
• STFATE modeling was performed to evaluate transportation of disposed dredged
material and as a result, the size of the disposal area was enlarged in order to capture
the finer grained material.
• Information was provided showing the dredged material is primarily courser grained
material which is less likely to contain contaminants than the smaller fraction of finer
grained material which is limited to the upper 2-3feet in the dredged prism. This also
helps to support the fact that the samples that were tested for environmental analysis in
the upper portion of the dredged prism are sufficient to characterize the dredged material.
• Note that the extensive delays and responding to extensive requests for additional
information were beyond our expectations for the scope of this task. To date, we are 20%
over budget on this task but we have not billed in excess of our authorized NTE amount.
However, we are 100% complete on Task 10A and have not billed to the total authorized
amount on that task. A request will be sent to the City to request authorization to move
remaining budget from task 10B to task 09 to allow us to bill the overage, but with no
change to the total authorized contract amount.

• Quarry SWPPP: Submitted draft document on 6/26/14. This will be included in the Rock quarry
bid documents.
Task 10A— Geotechnical Fieldwork (completed)
Task 10B — Geotechnical Report (completed)
Task 10C — Laboratory Testing
• R&M gathered additional samples and completed quality testing on rock samples collected from
the face of the quarry. This is in addition to previous work done, so as to support the separate
Breakwater Rock Production contract documents.
Tasks 11 — Ph1 Final Design of Breakwaters
• Worked on STFATE modeling, requested by the USACE to support dredged disposal permitting.
• 95% Design package including drawings, specifications, and contract documents was submitted on
5/9/14. A teleconference meeting was held with the City on 6/2/14. R&M has been working on
incorporating changes to the documents since this time.
• One major change was to create a separate rock production contract which will be put out to bid as
soon as possible. A draft submittal was sent to the City on 7/2/14. Comments were received from
the City on 7/3/14. This final set of bid documents was completed on 7/9/14. The City began
advertising this contract on 6/13/15.
• Work on other revisions needed to finalize the Ph. 1 Breakwater bid documents. A major item
includes replacing/relocating the sewer outfall.
Tasks 12 — Ph1 Bid and Construction Support
• R&M is providing support for the Rock Production contract including: distributing bid documents,
maintaining a plan holders list, and attend a pre-bid conference and site visit.
• It should be noted that the original contract only considered bid support services were to be
provided for a single bid period for the Phase 1 breakwater. This is a time & materials task, so
upon completion of this task, we will review the remaining budget as necessary to ensure there is
sufficient funds to support bidding for the upcoming breakwater contract.
Tasks 13 — Ph2 65% Design of Inner Harbor Facilities
• The Design Narrative document, submitted on 5/9/14, describes the design criteria develop for the
new facilities to be included in Phase 2, which currently consist of a new Center Dock, Moorage
Floats, and an extension of the sheetpile North Dock.
• Because of recent changes at SMIC with transfer of ownership of the Seward Ships Drydock to
Vigor, we recommend that before proceeding with this task, a meeting be held with Vigor to verify
the proposed plans fit into their operational plans as well as the City's long term goals for the area.

Task 9 — Dredging Sampling Analysis & Permitting
• We will provide responses to agency questions as needed during the permitting process.
• Compensatory Mitigation needs to be finalized.
Tasks 11 — Ph1 Final Design of Breakwaters
• Determine what is needed to relocated sewer outfall outside of dredge channel, revise design
accordingly.
• Finalize design of turning dolphin, seafood outfall protection, and navigational aids.
• Submit permit application for USCG private aids to navigation upon finalizing locations.
• Finalize drawings, specifications and contract documents.
