BACKGROUND &JUSTIFICATION: Each year the Planning and Zoning Commission must elect a chair and vice chair for the coming year. The duties of the Chair are to: 1. Open the meeting on time and call the meeting to order; 2. Announce in proper sequence the business on the agenda; 3. Recognize members who are entitled to the floor; 4. State and put to a vote all legitimate motions that arise during the meeting: 5. Do not permit debate until there is a motion on the floor; 6. Protect the Commission from frivolous or delaying motions by refusing to recognize them; 7. Enforce the rules regarding debate and keep order; 8. Expedite business in a way compatible with the rights of the members; 9. Decide all questions of order; 10. Respond to all inquiries of members; 11. Ensure that citizens address all remarks to the Commission; and 12. Declare the meeting adjourned. The process for election of the chair and vice chair is as follows: The current chair shall open nominations.Any Commissioner can nominate another commissioner as chair. • If only one nomination is received, a motion shall be made to close nominations and cast a unanimous ballot for the chosen person. That motion will need a second and can be approved by unanimous consent. (No role call vote is necessary). • If more than one nomination is received,the clerk will prepare ballots for each Commissioner to vote for one nominee and sign his ballot. The clerk will then collect the ballots,read the votes aloud,and announce the prevailing nominee. A motion is then in order for someone to elect the nominee as chair. A second is needed and the motion can be approved by unanimous consent of the commission. White. This replat will combine three (3) originally platted lots, Lots 13, 14 and 15, Block 17, Original Townsite of Seward, into one lot to be known as Lot 14A. The proposed replat vacates two interior lot lines creating a single parcel of approximately 9,000 square feet. In accordance with Borough requirements, the City must review and comment on a platting action before submittal to the Borough for final approval. Zoning: The lots are currently zoned Auto Commercial (AC) —Under SCC 15.05.025 (b) (8) the Auto commercial district (AC) is intended to provide areas to accommodate highway-oriented commercial activities such as offices, certain institutional uses, and limited personal services and retail uses requiring substantial outdoor activity, traffic and parking, and which also serve the offices and nearby residential areas, and which do not materially detract from nearby residential areas. The parcels surrounding this replat are also within the Auto Commercial Zoning District and are developed with single family or commercial structures. Utilities: The property is served by existing public utilities and maintained streets; therefore a subdivision agreement is not required. There are appropriate fire hydrants within an approved distance. Size: Lot 14A will contain approximately 9,000 square feet. The new lot will meet the requirement for minimum lot width and buildable lot size for the Auto Commercial Zoning District. Existing Use: The existing single family home was constructed in approximately 1930. The 6 owner plans to remodel the structure to a duplex, without expanding the structural footprint. BACKGROUND &JUSTIFICATION: Annually,the Planning and Zoning Commission establishes priorities. The Commission began this year's process by reviewing their Priority List at their February 21, 2017 work session in preparing for a joint work session with Council March 6, 2017. During the joint work session, the Commission and Council reviewed and updated the Planning and Zoning Draft Priorities List. The second draft was under review. The public review with the Planning and Zoning Commission was tentatively scheduled for March, Glenz said. • Commissioners were reminded to complete their Alaska Public Offices Commission paperwork and return it to the City Clerk's office. • City Ordinance 2016-009 was provided as a laydown to inform Commissioners of the recent changes to requirements for platting and development of 3,000 square foot lots. • Glenz noted that City offices would be closed on February 20 in honor of President's Day. In response to Fleming, Glenz explained the process by which Ordinance 2016-009 was amended to include the platting of 3,000 square foot lots in Bayview Subdivision. 14 City of Seward,Alaska Planning Commission Minutes February 7, 2017 Volume 7,Page 220 In response to Ecklund, Glenz confirmed the location of Bayview Subdivision and the reason why Clearview Subdivision was not included in Ordinance 2016-009. Ecklund asked when the Commission would see and review the Comprehensive Plan draft. Glenz expected the Commission to review the draft in March, she said. Glenz further explained the timeline for adopting the completed plan. In response to Anderson, Glenz confirmed that the Commission cotill make changes to the draft Comprehensive Plan. Ecklund asked if the Commission could schedule a February, vork s I to review the second draft of the Comprehensive Plan. Glenz confirmed that the Cnmissio 5��uld hold a February work session to review the second draft of the docut. Much of the land in the proposed replat could not be developed, Glenz said. The developer planned to utilize a septic system, which would be properly permitted, Glenz said. Notice of public hearing being posted and published as required by law was noted and the public hearing was opened. The applicant, Susan Faust, said she would be available for any questions. ` Hearing no one else wishing to speak, the public hearing waS dosed. Motion (Anderson/Fleming) Approve Resolution 2017-01 Ambrosiani referred to wall maps depi - .roposed replat and asked staff to clarify the rights of way. Glenz noted an access easemt that would b ' -a dedicated right of way. The Commission further discussed the rights of"• .y and potential future access to undeveloped parcels. \ N In response to Mabwsiani, r;. said the owner of the parcels to the north of the proposed replat location was in sum of the 1.-* , action. In responseto Anderson, Glenz said*he was not aware of any additional development plans for the immediate area. Anderson pointed out she was interested in potential development that might allow property owners to share the cost of extending utilities. Motion Passed Unanimous Unfmished Business— Comprehensive Plan Input by the Planning and Zoning Commission Anderson said she felt the Planning and Zoning Commission was being overlooked and should be more involved in the editing of the Comprehensive Plan. 16 City of Seward,Alaska Planning Commission Minutes February 7, 2017 Volume 7, Page 222 Fleming said the City Administration appeared to be taking the lead in the editing and review of the Comprehensive Plan draft. Commissioners further discussed the proposed review of the draft Comprehensive Plan and potential public input. During discussion, Commissioners asked to receive copies of the second draft of the Comprehensive Plan update prior to the February 21 work session. On the US Army Corps of Engineers Section 205 project on Salmon Creek,the project team has drafted the preliminary design specs and drawings for the 1,500 foot revetment at the top of Salmon Creek.The final drawings are expected to be completed the beginning of April.State Department of Natural Resources are reviewing the comments on the needed easements for the recreational parking area and access road to the project site.Currently the drawings include a 90 foot radius cul-de-sac at the end of Romack Court in the Meridian Park subdivision,and a 12 foot wide road that will follow the existing trail with turnouts for construction vehicles every quarter mile.A public meeting with Corps and KPB personnel will be held on May 15th at 6pm at the SBCFSA board work session. b. Metco has been awarded the contract for bedload removal on Lost Creek in the Old Mill subdivision.The project will harvest and haul debris from the creek 150 feet upstream and 300 feet downstream of the Forest Road Bridge,10 feet deep by 40 feet wide.The service area appropriated$30,000 from fund balance for the project and the Roads service area will provide almost$6,000 for work in the bridge right-of- way.The service area has developed a master list of permitted or uplands property owners who are willing to receive fill from projects.Metco will haul the materials to a permitted parcel on Timber Lane Drive. c. KPB,on behalf of the service area,has recently received permission from CIRI to complete the restoration project on Box Canyon Creek water diversion structure that was eroded in the fall.We expect the contract to be awarded in the next few weeks 28 to restore the 1,400 foot long gravel embankment that protects the Exit Glacier neighborhood d The service area is waiting on a land use permit from the State Department of Natural Resources on an embankment restoration project on Sawmill Creek.This project will push streambed material from the center of the creek to repair the gravel embankments breached last fall.Staff has spoken with DNR regarding a long term permit for bedload removal and will work this year on a site specific mitigation plan for sediment management on the DNR parcel upstream from the Nash Road Bridge. Once approved,the service area would be the first in Alaska to utilize State statute 38.05.872 to mitigate excess bedload for flood control without State material fees. e. The board has prioritized the acquisition and reclamation of the Salmon Creek parcel downstream of the Nash Road Bridge.Staff has contacted The Conservation Fund, who KPB and SBCFSA partnered with in 2012 on the purchase of 126 acres upstream. TCF will get back to us on what options might be available for funding the purchase of this floodplain property. f. The borough has closed out the grant to the City of Seward,on behalf of the service area,for$50,000 to complete the coastal erosion project. SBCFSA will be looking for the next partnership project for fiscal year 2018. g. The City and service area staff attended a meeting on the Seward Airport Improvement Project. State Department of Transportation(DOT)were taking comments and concerns from regulatory agencies.The engineered preferred alternative at this point is to close the long runway and extend the shorter runway to 3,300 feet.They would remove the lighting and pavement from the long runway and allow the river to run its course.Based on a study completed by project hydrologists, the alternative of elevating and armoring the long runway would raise the base flood elevation on average four feet,and would require a Flood Insurance Rate Map (FIRM)revision from FEMA,which would take up to $200,000 and an additional two years.They would also be required to purchase any property impacted by flooding with this alternative.Project team members highlighted the disadvantages of this alternative,and added that there is little demand for the long runway.If all goes according to schedule,and the alternative to extend and elevate the short runway and close the long runway goes forward,construction is expected in 2018. The city administration and the service area both submitted comments on the need for channel maintenance upstream from the airport.The project team sent out a memo that concurs with DOT recommendation that channel excavation on Resurrection River is not a viable engineering solution to control flooding at the airport. h. Kenn Carpenter has been appointed to the KPB Assembly member seat for district 6 which was vacated by Brandi Holmdahl in January. i.
