HomeMy WebLinkAboutRes2017-009 Sponsored by: Applicant CITY OF SEWARD,ALASKA PLANNING AND ZONING COMMISSION RESOLUTION 2017-09 A RESOLUTION OF THE PLANNING AND ZONING COMMISSION, OF THE CITY OF SEWARD, ALASKA RECOMMENDING THE KENAI PENINSULA BOROUGH APPROVAL OF THE FEDERAL ADDITION, KANG REPLAT NUMBER 2; THIS REPLAT SUBDIVIDES ONE (1) LOT INTO TWO (2) SMALLER LOTS; LOCATED AT 810 SECOND AVENUE, WITHIN THE SINGLE FAMILY ZONING DISTRICT WHEREAS, Integrity Surveys, Inc., on behalf of property own Soo Kang, has submitted for review and recommendation to the Kenai Peninsula Borough a preliminary replat of Lot 7A, Block 14, Federal Addition to Seward, 2017 Addition, (Kang Replat No. 2); and WHEREAS, the parent plat is the original 1915 Federal Addition to Seward, the first replat of this property in 2011 was titled Federal Addition to Seward, Kang Replat; staff recommends the title be consistent in following the previous replat and therefore be changed to delete the"2017 Addition"and replace with"Kang Replat No. 2; and WHEREAS, this platting action will subdivide the current Lot 7A into two (2) smaller lots to be known as Lots 7B and 8B, each approximately 5,000 square feet; and WHEREAS, the current lot contains a single family home, also being used as a Bed and Breakfast; and WHEREAS, the area included within this replat is currently zoned Single Family Residential (R1), based on the As-Built provided by the surveyor this replat does not create any non-conforming structures or lots within the current zoning district; and WHEREAS, City department heads have reviewed and have no comment regarding the proposed Kang Replat No. 2; and WHEREAS, as required by Seward City Code §16.01.015(A) Conditions to Plat Approval, and §16.05.010 Required Public Improvements; the property is currently serviced by municipal water, sewer, electric and other utilities therefore no subdivision agreement is required; and WHEREAS, as required by Seward City Code §16.01.015(B), Conditions to Plat Approval, property owners within 300 feet of the requested replat were notified of the proposed subdivision, and the property was posted with public notice signage; and Seward Planning and Zoning Commission Resolution 2017-09 Page 2 of 2 WHEREAS, it is the Planning and Zoning Commission's responsibility to act in an advisory capacity to the Kenai Peninsula Borough regarding subdivision plat proposals. NOW, THEREFORE, BE IT RESOLVED by the Seward Planning and Zoning Commission that: Section 1. The Commission recommends Kenai Peninsula Borough approval of the Kang Replat No. 2 subject to the following condition: 1. Amend the Title of the Replat to read as Federal Addition, Kang Replat No. 2. Section 2. This resolution shall take effect immediately upon its adoption.
