Home My WebLink AboutRes2017-084CITY OF SEWARD, ALASKA Sponsored by: Hunt RESOLUTION 2017-084 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE A ROAD GRADER USING THE STATE OF ALASKA LOWEST BID PRICING FROM AIRPORT EQUIPMENT RENTAL IN THE AMOUNT NOT TO EXCEED $309,989.00, AND APPROPRIATING FUNDS IN THE 2018 BUDGET WHEREAS, the Public Works Department's 1995 Champion road grader has transmission and mechanical issues, and repairs are estimated at $40,000 - $50,000; and WHEREAS, the State of Alaska has issued request for proposals for various equipment to secure the lowest bid contract; and WHEREAS, the State of Alaska allows the City of Seward to purchase their equipment needs using the State Bid Pricing; and WHEREAS, to continue providing the level of service to the City of Seward, the Public Works Department needs to replace the 22-year old road grader; and WHEREAS, the lowest bidder to the State of Alaska for the road grader is Airport Equipment Rental in the amount of $309,989.00; and WHEREAS, the funding for the purchase will come from budgeted reserves in the Motor Pool Fund. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Manager is authorized to purchase a road grader from Airport Equipment Rental for a total price $309,989.00. Section 2. This commitment to purchase this equipment is authorized for 2017, with delivery and payment expected in 2018. Funding in an amount not to exceed $309,989 is hereby appropriated from the Motor Pool Fund Reserves account no. 03000-0000-3400 to capital equipment account no. 03000-1310-8103, in the 2018 budget. Section 3. The appropriation of $309,989 is effective January 1, 2018, but administration is authorized to order the equipment prior to that date. Section 4. This resolution shall take effect immediately upon its adoption. The age of the unit, upcoming costly repairs, and transmission issues make the purchase of new grader necessary to service Seward's road maintenance needs into the future. Seward City Code 6.10.120(b) allows the City to utilize competitive bids obtained by other governmental agencies without the need to solicit its own bids. The Public Works Department has found the State of Alaska contract price with Airport Equipment Rental the best value for the City of Seward.
