Agenda Item: Disaster declaration
BACKGROUND &JUSTIFICATION:
On December 7, 2017 at 11:00AM,the City of Seward hereby declared a State of Emergency for
our community due to damage to Lowell Point Road caused by an exceptionally high tide and
storm surge experienced Monday, December 4th. This road provides the only land access to the
Village of Lowell Point, and has critical city infrastructure embedded within it. Much armor rock
has washed away from the Bay-side of the road and erosion has occurred nearly all the way to
the village. The City Administration has contacted Kenai Peninsula Borough Mayor Pierce, the
Kenai Peninsula Emergency Manager Scott Walden, and Alaska State Senator Peter Micciche
and apprised them of our declaration and need. An assessment of the severity and extent of
damage is forthcoming, however, a permanent solution and repair is far beyond the city's
financial ability and expertise.
Consent by the City Council must be obtained if the declaration of disaster is to be continued or
renewed for a period in excess of seven(7) days.
