RESOLUTION 2018-019
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, DESIGNATING KIBH - 91.7 FM, SEWARD AS AN
ADJUNCT FIRST RESPONDER ENTITY AND THE OFFICIAL
BROADCAST CHANNEL FOR EMERGENCY INFORMATION AND
RELATED ACTIVATIONS AND ALERTS
WHEREAS, KIBH - 91.7 FM (KIBH) is the sole local active radio broadcast service in
Seward; and
WHEREAS, KIBH is also heard on 106.1 in the area of Bear Creek, on 97.1 in the area
of Kenai Lake, on 96.1 in the area of Tern Lake, on 99.9 in the area of Hope; and
WHEREAS,KIBH has been providing emergency information and alerts during events
that potentially affect public safety and could threaten life and property; and
WHEREAS, KIBH has historically provided this vital information to the public in
advance of official channels, such as the Emergency Alert System; and
WHEREAS, KIBH participates in city, borough and state emergency preparedness
planning, exercises, and activations; and
WHEREAS, KIBH has members of management and staffing that are active in, and
otherwise integral to, local fire, EMS and emergency response; and
WHEREAS, a mission of KIBH is to make emergency information, alerts, and
activations available to the public via radio broadcast without exception.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. KIBH - FM 91.7 is designated as the City of Seward's adjunct first responder
entity and the official radio broadcast channel for emergency information and related activations
and alerts.
Section 2. The City Manager is hereby authorized to work with the Kenai Peninsula
Borough to include KIBH — 91.7 FM radio station information in the tsunami warning
broadcasts.
Section 3. This resolution shall take effect immediately.
