WHEREAS, in 2017 the Historic Preservation Commission finalized the, Seward
Historic Preservation Plan, last issued by the Commission in 1996; and,
WHEREAS, as an authoring member of the Historic Preservation Commission until the
expiration of her second term in 2017, Laura Erickson applied her professional and personal
experience and!, skills to the writing and editing of the 2017 Seward Historic Preservation Plan; and,
WHEREAS, the production of the 2017 HP Plan required a considerable investment of
time and effort by the Commission inclu:ding personal sacrifices to a larger degree by some
Commission members including Laura Erickson; and,
WHEREAS, in appreciation and recognition of Laura Erickson's service with distinction
in this and all other respects over the course of her tenure with, the Seward Historic Preservation

WHEREAS, in 2017 the publication and distribution of "Historical Atlas of Seward,
Allaska�: Seward's Downtown District through historical images and maps" made a, superlative
collection of informative and relatable images available to the public; and,
WHEREAS, the staff of the Kenai Fjords National Park continue to provide, remarkable
cointributions to the preservation and interpretation of Resurrection Bay's natural heritage and
Seward's historical landmarks with professionaliism and distinction; and,
WHEREAS, this latest publication is an example of the collection of documentary
resources provided to the community through the National Park Service, a collection which includes
"A Fragile Beauty: An Administrative History of Kenai Fjords National Park" and informative facts
sheets such as "20 years later. Exxon Valdez Oil Spill"; and,

Appendix C: Financial Reporting Requirements,
Payment Schedule and Audit Requirements
Section 1: Financial Reporting Requirements
Only one financial report (a final report) shall be submitted, The financial report must show
all expenses, incurred and backup documentation for each staff and/or commission member
covered by this grant agreement. The final billing request must be accompanied by a brief
narrative report as described in Appendix A. Scope of Work.,
Financial accounting, of the grant project will be, maintained by the Grantee, copies of which
must be submitted to the State Historic Preservation Office to document reimbursement
requests. Failure by the Grantee to provide adequate financial reports or other required
documentation will be cause for, withholding reimbursement.
Appendix B of this agreement describes eligible activities for the project. Use the Scope Qf
Work as a basis for reporting. Include the following items with all requests for
reimburserrienv
A. Asigned,co vleted,gumma rl,,ofDocu,mentation form accompanied by source
documentation for all costs incurred or claimed. Source documentation consists of
copies of paid bills, payroll reports, invoices with canceled check copies, receipts of
payment by vendor/contractor, traveler, etc.
Section 11: Payment Schedule
A grantee's reimbursement request must reach this office no later thanaQLember ,HCl_20 1 8.
Reimbursement will be forwarded to the Grantee approximately thirty (30) days following the
submittal of all pertinent documentation. Final reimbursement will be: made to the Grantee
upon receipt ofacceptable narrative reports, financial reports, expenditure documentation, and
approval of any special conditions of the: grant.
Section III: Audit Requirements
Grantee must make all records relevant to this grant available for audit for, a period of three
(3) years after the term of the project.

Each Appendix and the grantapp 11 cation as submitted by the Grantee are made a part of
this Agreement by reference.
2. In addition to the terms described in this Grant Agreement, Grantee shall adhere to
Federal requirements governing grants, Office of Management and Budget Circulars,
Code of Regulations, Title 2, Part 200Unfbrm Administrative Requiremenis, Cost
Principles, and Audit Requirements.for Federal Aivardy,
3. This Grant Agreement provides for the voluntary and involuntary suspension or
termination of said Agreement consistent with all Federal requirements governing grants,
4. Amendments: Any modification of the project scope of work, budget, or time period,
other problems or adverse conditions must immediately be brought to the attention of the
State Historic Preservation Office, in writing. It may be necessary to receive prior
National Park Service approval before the changes may take place. The Office of History
and Archaeology will notify the grant recipient in writing when approval has been
obtained in the form of an amendment to the grant award. Failure to obtain such approval
prior to implementation of changes may jeopardize reimbursement.

budget is a shared budget for both attendees.
I heard back from SH'PO regarding travel and this is what they said about mileage and car travel:
"...our travel section said "no" regarding whether a person could be reimbursed if using air miles, or if a person, chose to
,drive rather than fly to the NAPC Forum, Sorry, "
Fred, your travel authorization did not include estimated expenses, which are needed for approval. You will also need to
revise your check request according to the budget awarded and the travel restrictions above.

Keep in mind that travel between Seward - Anchorage, between airport - hotel, airport parking, taxi rides or any other
travel expenses beyond the plane ticket were not included in the approved budget.
If you need a cash, advance to cover expenses, complete the check request form and return to me asap. A check will be

preservation staff and board members, OHA is accepting applications for matching travel and training grants for people
to attend the National Alliance of Preservation Commissions: Forum 20,18. The conference will be held in Des Moines,
Iowa on July 18-22, 2018.

Article 4. - Historic Preservation Commission
2.30.410.4 Established.
(a) An historic preservation commission is Thereby created, consisting of seven residents of the City of
Seward or surrounding areas, who shall be appointed by the council, if there is more than one
applicant for the positioln, the council shall appoint by ballot voting. Applicants must receive at least
four votes in order to be appointed. No officer or employee of the city may be appointed a member
of the commission.
(b) To the extent available in the community, three commission members shall be professiionaIs, as
defined in Appendix A of 3,6CFR 61, from the disciplines of history, arcNtecture or architectural
history and archaeology. If the commissioners are not professionals in the disciplines of history,
architecture or architectural history, and archaeology, then consultants in these disciplines will be
appointed as consultants to, the historic preservation commission. Consultant appointments shall be
approved by the historic preservation commission and must be qualified under the standards defined
in Appendix A of 36 CFR 61.
(c) A chairman of the commission shall be selected annually by the appointed' members.
230.415. - Terms of office; filling vacancies.
(a) members of the historic preservation commission shall be appointed for a term of three years,
provided that the terms of initial appointments shall be staggered so that as nearly as possible a pro
rata number of members shall be appointed for each year.
(bi) The city council, may appoint any qualified persoin to fill a vacancy of any member of the board
provided that the appointment shall be for the unexpired term of the vacancy,
(c) Following a member's absence from three consecutive regular meetings of the commission, the
remaining commission members shall decide whether the commission member should be retained
or whether to request council appointment of a new member.

2.30.420. - Meetings and quorum.
(a) The commission will meet at least twice each year at a time and place to be designated by the
commission.
(b) Four members of the commission shall constitute a quorum for the transaction of business, except
that, in the absence of a quorum, any number less than a quorum may adjourn the meeting to a later
date. The affirmative votes of at least a majority of those commission members present shall be
required for any action.
(c) All meetings, and records of the commission shall be open to the public. The commission shall) keep
minutes of proceedings showing the vote of each member upon each question and shall keep records
of any actions, all of which shall be immediately filed in the office of the city clerk and shall be a public
record.

(5) Work toward the continuing education of citizens regarding local historic preservation and

(b) The commission shall have no authority to expend or connnnb city funds, without first obtaining
approval byand any necessary appropriations from the city council.

Historic preservation is necessary to promote the educational, cultural, economic and general welfare
of the community by providing a mechanism to identify and preserve the distinctive historic and architectural
characteristics of Seward which represent elements of the city's cultural, social, economic, political and
architectural history,

15.15.015. - Seward Register of Historic Places established.
(a) A Seward Register of Historic Places is hereby established to provide for public recognition of local
cufturai resources worthy of preservation.
(b) Criteria for selection and placement on the register of historic places shall be set by resolution of the
historic preservation commission.
(c) The historic preservation commission shall recommend nominations to the register of historic places
to the city council.
(d) Nominations, to the register of historic places shall be approved by resolution of the city council.

(a) The historic district of the city is established to define those areas of the city that meet state or federal
standards for historic districts or that otherwise have special historic significance that merits additional
consideration in land use regulation.

(c) Criteria for selection and placement on the list of historic districts within the city shall be set by
resolution of the city council,
(d) Upon designation, the historic district shall be classified as an Overlay District H - Historic District on
the official zoning map of the City of Seward.

toward the continuing education of citizens regarding local historic preservation and community

WHEREAS, the National Register of Historic Places is the official list of recognized
properties judged against national standards, triany local properties, important in Seward's history

WHEREEAS, listing properties on a local Seward Register of Historic Places will help
change the way the col-ninuility perceives its historic resources and encourage the efforts of private
citizens and public officials to preserve these resources; and
WHEREAS, the Historic Coinrriisson in conjunction with, the Resurrection Bay Historical
Society have developed an application procedure and eligibility criteria for nomination to a
Seward Register of Historic Places.

tradition, or, symbolic values has vested it with its own historical signifi-
cance.

WHEREAS, on August 28, 1903, eighty-three men, women, and children, arrived at
Resurrection Bay on the steamer, the Santa Ana; and
WHEREAS, aboard this, steamer were two brothers, John and I"rank Ballaine, who arrived on
the Lowell Homestead; and
WHEREAS, the Ballaine brothers envisioned a railroad to the interior of Alaska with a coastal
headquarters', and
WHEREAS, the settlers cleared the town -site, erected buildings, and began the construction of
the Alaska Central Railroad, later to become the Alaska Railroad; and
WHEREAS, in March, 1903, John Ballaine bestowed upon the new town to be, the name
Seward, in honor of William 1-1. Seward, President Lincoln's Secretary of State; and
WHEREAS, the landing date of August 28, 1903 is remembered as Seward's Founders' Day;
and
WHEREAS,, the City of Seward, the Seward Historic Preservation Commission and the
Resurrection Bay Historical Society have planned a slate of activities from 2-6 pm to commemorate the
founding of Seward that include the Seward Museum. Open House beginning at 2:00 pm with special
exhibits and free admission, cake cutting ceremony with refreshments at 3:00 pin, and viewing of
selected documentaries about Seward to follow; and
WHEREAS, a Japanese delegation from Obihiro, Japan., Seward's Sister City, is coming for a
special visit to commemorate the Founder's, Day, August 28, 2013.
NOW THEREFORE, I David Seaward, Mayor of the City of Seward, Alaska, do hereby invite
the citizens of Seward to attend all festivities in corm-nernoration of:

Thiis memo is to provide a schedule of the Historic Preservation Commission Meetings for the year 2018.
The Historic Preservation Commission regular meetings begin: at 6:30 PM and are held at the City Hall Council
Chambers, unless otherwise noticed.
Regular meetings are usually followed by a work session, Additional work sessions are scheduled and noticed as
