HomeMy WebLinkAboutRes2018-100 Sponsored by: Bridges CITY OF SEWARD, ALASKA RESOLUTION 2018-100 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE USE OF SMIC GRANT FUNDS TO PAY FOR SMIC EXPANSION PROJECT RELATED COSTS WHEREAS, the Seward City Council has approved of a variety of purchases for the SMIC project out of grant administrative fees rather than grant construction funds in the amount of$438,724.50 due to the $25 million scope of the SMIC Expansion Project and staff's concern there may be insufficient grant funding to cover all project costs; and WHEREAS, An initial recommendation was made to utilize administrative fees in the SMIC Fund rather than grant funds, for the purchase and expenses as follows; a loader for $160,600,Transpac Marinas flexifend hardware for$48,740,expansion of the travel lift dock for $92,300, heating of the wash-down pad for $50,000, welding services for $34,392, fencing for $47,000, barge ramp repair for $2,415, and concrete for the wash-down pad for $3,277.50 for a grand total of $438,724.50 to ensure sufficient grant funding remained to cover the larger infrastructure and equipment costs; and WHEREAS, the project is nearing substantial completion on the largest components of JCconstruction and infrastructure, leaving sufficient remaining grant funds to cover the grant- eligible costs previously charged to the SMIC Enterprise Fund; and WHEREAS, the administration requests authorization to charge all grant-eligible costs related to the SMIC Expansion Grant Project to the grant in order to allow for administrative fees to be used for other important SMIC Enterprise Fund-related costs. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,ALASKA that: Section 1. The city manager is authorized to charge all grant-eligible project costs as described above to the SMIC Expansion Grant Fund received from the State of Alaska through a Department of Commerce,Community and Economic Development grant. Section 2. Expenses in the amount of $438,724.50 will be transferred to the SMIC Expansion Grant Fund 12333 from the SMIC Expansion Grant Fund 12000. Section 3. This resolution shall take effect immediately upon its adoption.
