CITY OF SEWARD, ALASKA
RESOLUTION NO. 80-27
A RESOLUTION SUPPORTING A
PROPOSED COOPERATIVE AGREEMENT
RELATIVE TO THE RESURRECTION RIVER ROAD
WHEREAS, the Resurrection Road was constructed in the early
1970's to the foot of Exit Glacier with State, Borough and City money
and equipment for an estimated $400,000 investment; and
WHEREAS, President Carter placed Exit Glacier and a portion of
the Road in the Harding Icefield - Kenai Fjords National Monument on
December 1, 1978; and
WHEREAS, the monument designation prevented issuance by the
Bureau of Land Management of a tramroad permit to the City to allow
completion of the road and construction of a bridge over the Resurrection
River; and
WHEREAS, the Road has seriously deteriorated since 1978 and
requires considerable work to bring it up to minimum standards; and
WHEREAS, a draft Cooperative Agreement between the U.S. Forest
Service, National Park Service, Alaska Department of Transportation and
Public Facilities and City of Seward has been prepared for the purpose of
establishing responsiblities, participation, and intent of the aforementioned
agencies in the construction and maintenance of an improved Road; and
WHEREAS, the Cooperative Agreement could provide for the repair,
upgrading, completion, and maintenance of the Road to the foot of Exit
Glacier allowing visitor access to this unique scenic attraction;
NOW, THEREFORE, BE IT RESOLVED by the Seward City Council
that the parties to the proposed Cooperative Agreement are requested to
execute the Agreement without further delay;
AND BE IT FURTHER RESOLVED, that the Governor of Alaska, Alaska
Legislature, and the Alaska Congressional delegation are respectfully
requested to provide their support in the obtaining of the necessary
legislative authority, permits and funding to accomplish the purposes
spelled out in the Cooperative Agreement.
