HomeMy WebLinkAboutRes2004-043 Sponsored by: Historic Preservation Commission CITY OF SEWARD, ALASKA RESOLUTION 2004-43 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ACCEPTING FULLY REIMBURSABLE HISTORIC PRESERVATION TRAVEL GRANT IN THE AMOUNT OF $9,914,52 FROM THE STATE OFFICE OF HISTORY AND ARCHAEOLOGY, DEPARTMENT OF NATURAL RESOURCES AND APPROPRIATING FUNDS, WHEREAS, the State Office of History and Archaeology has reimbursable 60-40% matching grant funds available for Certified Local Governments to attend the "Saving Alaska's Past for the Future" Conference in Skagway, Alaska on April 21-23, 2004; and WHEREAS, the City has received the Historic Preservation Travel Grant award from the State Historic Preservation Office to attend the Skagway Conference; and WHEREAS, two member ofthe Historic Preservation Commission and staffhave expressed an interest in attending the Skagway Conference; and WHEREAS, the Commissioners and staffs travel time and time spent attending the conference provides the City's 40% match, the conference registration and travel expenses will be reimbursed one hundred percent by the grant; and WHEREAS, the Commission and Staffhave requested that the City provide the initial funds for the conference travel and registration; and WHEREAS, the City of Seward will be one hundred percent reimbursed for the appropriated funds through the State Office of History and Archaeology grant; and WHEREAS, attending this conference will increase the Commissioners and the Staffs knowledge and abilities to perform Historic Preservation activities which are beneficial to the community. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council hereby accepts the reimbursable Travel Grant from the State of Alaska, Office of History and Archaeology in the amount of$9,914.52; to provide travel expenses and registration to Grant Revenue Account Number 271-2718-4680-0200, appropriates $3,965.81 in matching funds from the General Fund fund balance account number 101-0-3070-0271, and CITY OF SEWARD, ALASKA RESOLUTION 2004-43 authorizes expenditures totaling $9,914.52 from the Historic Preservation Fund Number 271-2718- 5 XXx. """"",,,, I I I Council Agenda Statement Meeting Date: April 12, 2004 Through: Phil Shealy, City Manager Malcolm Brown, Planner From: Donna Glenz, Planning Assistant Agenda Item: Accepting a Historic Preservation Fund Travel Grant from the State of Alaska to attend the State/National Historic Preservation Conference in Skagway, Alaska. BACKGROUND & JUSTIFICATION: The City has received a Historic Preservation Fund Travel Grant from the State Historic Preservation Office to attend the “Saving Alaska’s Past for the Future” Conference being held in Skagway, Alaska; April 21 – 23, 2004. The Historic Preservation Commission and the staff that facilitate their activities are eligible for these funds. Two Historic Preservation Commissioners and staff would like to take advantage of these grant funds and attend the conference in Skagway dealing with current preservation issues. The estimated cost to attend the conference will be $9,914.52. This figure includes travel, lodging, meals and registration. The Office of History and Archaeology will pay 100% of this expense through a reimbursable matching grant at 60/40%, which uses the time of the Commissioner's and staff traveling to, and attending the conference as the 40% match needed by the grant. The Commission and staff are requesting that the City pay for these expenses up front, with the Office of History and Archaeology providing full reimbursement to the City upon completion of the conference travel. FISCAL NOTE: The grant of $9,914.52 will be supplemented by a City match of $3965.81 from the General Fund's fund balance account. The City’s match will be comprised of staffs salaries and the Commissioners and Staffs volunteer in-kind services.
