PACABwouldliketoreaffirmourdesiretoseearebateprogramforairtoairheatpumpsin 2019presentationfromPhilKaluzaexplainsthingsverywell.Mostofthe Seward.Theattached informationisstillrelevant;however,currentfuelpricesmakethepayoffperiodlonger.We believethattheeconomicswouldstillbenefitboththecitizensofSewardandtheSeward ElectricUtility. Fundingfora50/50costsharingpilotprogramcouldbeachievedthroughagrant.Asthe programproceeds,theadditionalrevenuemadebytheelectricutilitywouldmakeitself sustaining.Anotheroptionwouldbetoprovidezeroorverylowinterestloanswithonbill repaymentthroughtheRuralEnergySavingsProgram(RESP).Thiswouldprovideupfront savingstothecitizenwhileonlycostingthecitythestafftimetoadministertheprogram. Thankyouforyourconsiderationofthisproposal.PACABwouldbepleasedtohelpwiththe developmentoftheprogramdetailsifcouncildecidestomovetheprojectforward.
