HomeMy WebLinkAboutRes1959-141 r RESOLUTION NO. l4l A RESOLUTION CALLING A SPECIAL ELECTION FOR THE PURPOSE OF DETERMINING THE ADOPTION OR REJECTION OF THE PROPOSED HOME RULE CHARTER AS APPROVED BY THE CHARTER CO~~ISSION OF THE CITY OF SEWARD, ALASKA. WHEREAS on October 7, 1958, aG majority of the qualified electors of the City or Seward, Alaska, voted yes to 2 proposition of whether or not the City of Seward would adopt a City Charter providing for a Home Rule type local government pursuant to the power to do so granted by Section 9, Article 10, or the Constitution or the State of Alaska, said charter to be drafted by a five member Charter Commission appointed by the City Council of tbe City of Seward, whose duty it shall be to draft a City Charter for review by the City Council to be submitted lor ratification by the voters of the City of Seward at a future general or special election, and WHEREAS on December IS, 1958, the City Council did name a five member Charter Commission, and WHBREAS on November 30, 1959, said Charter Commission presented the proposed Home Rule Charter for review by the City Council and the City Council voted unani- mously for City Council acceptance of the proposed Charter, and WHEREAS on December 2, 1959, said Charter Commission filed with the Seward City Clerk two copies of the proposed City Charter signed by the five members of the Charter Commission, and w~EREAS the approved proposed Home Rule Charter was posted December 2, 1959, in three public places by the City Clerk, and WHEREAS on December 2, 1959, notice of Public Hearing relative to the provisions of the Charter to be conducted December ll, 1959, by the Charter Commission was posted in three public places by the City Clerk, NOW THEREFORE BE IT RESOLVED, and it is hereby resolved that the City Clerk of the City of Seward is directed to publiah notice of election to be held on January 5, 1960, for the purpose of adopting or rejecting the said approved proposed Home Rule Charter for the City of Alaska, and the City Clerk is further directed to have ballots prepared for such election to be held on January 5, 1960. AN EMERGENCY IS HEREBY DECLARED TO EXIST in that the election date has been set for January 5, 1960, in compliance with the State law deadline, and the rules govern- ing the passage of ordinances and resolutions are hereby suspended and this resolution is given immediate effect upon its passage and approval. The polla for aaid election will be opened at eight o'clock a.m. on that day and will close at aeven o'clock p.m. on the .ame day. and all qualified electors of the City of Seward who have registered, as in this ordinance provided, will be entitled to vote at said election.
