BE IT RESOLVED nfAT
WHEREAS the City of Seward, Alaska, has been warned and
advised by the Alaska State Department of Health that the
city water system i. contaminated and dangerous to the citizens
of Seward and the canning industries located there, which
conditions are potentially detrimental to the health and
welfare of the citizens and its industries, and should be
immediately corrected, and
WHEREAS the City of Seward has submitted an application
for public works planning to the Housing and Home Finance
Agency in connection with a project designed to eliminate the
contamination and dangerous conditions, and improve the city
water s~pply, .uch project being known as project No. P-Alaska-
3040 and,
WH.i&IAs. tile ......ing and Home Finance Agency tendered an
offer to the City Council for the City of Seward for the
acceptance of such Council, and said Council failed to accept
within the time epecified, so that said offer expired and was
returned to ~ba aegional Director, Community Facilities
Administration, of Housing and Home Finance Agency, Region VI,
and

governing eody, 414 ,... Resolution No. 207 dated April 7,
1961, authorial", Bay P. James, Acting City Manager, to be
their authori... repr...4tative for the above referred
project No. P.Au...-3040,
NOW THIRIIORl, be it resolved by the Common Council of
the City of BeNard, Alaaka, which is the governing body of
..id app11c&Rt aa .at forth in the application submitted to
the Koua1na and Home Finance Agency for project No. P-Alaska-
3040, a. follow.:
(1) ae.olution No. 207 above referred is hereby rescinded,
and Chester A. Kwa.a, City Manager of the City of Seward. Alaska,
is hereby authorized to furnish such information and take such
other action as may be necessary to enable the applicant to
complete add carry out project No. P-Alaska-3040.

(2) That the City ....Ier, and the City Clerk, prepare
a resolution callina f.~ ~ .lection in connection with
authorizing the is.uanc. of bonds to finance the said project
which includes improvements to the water system, including
sources of supply and rehabilitation of the distribution system
in the approximate amount of $350,000.00, and take the neces-
sary steps for the presentation of the bonding resolution to
the electors on or about the 11th day of July, 1961, so that
the necessary election and ordinances may be processed as
expeditiously as the law allows.
(3) That the City Manager explain fully to the Housing
and Home Finance Agency the circumstances surrounding the
failure of the City of Seward to timely accept their offer,
and request the Housing and Home Finance Agency give sympa-
thetic consideration to the City's dire need for this project,
and further request that the Housing and Home Finance Agency
tender to the City of Seward a new offer ;or the City's
acceptance at the earliest date practicable after receipt
thereof.
This r.tolution to be in full force and effect immediately
upon its pa.eage and approval.
