'" ~ RESOLUTION NO 0 2~a APPROVING THE COMPLETED PLANNING DOCUMENTS PREPARED WITH AN ADVANCE li'ROM THE UNITED STATES OF AMERICA UNDER THE TERMS OF PUBLIC LA.W 500, g3rd CONGRESS OF THE UNITED STATES, AS ~IENDED. -WHEREAS, CITY OF SEWARD-Seward Water System accepted an offer from the United States Government for an advance for preparation of plann- ing ciocurnents pertaining to a public "'lork described as improvements to water system including sources of 3upply and rehabilitation of distribution system; and ii'HEREAS, Tryck, Nyman & Associates was engaged to prepare the plann- ing documents for the aforesaid public work, and said engineer has completed the documents and submitted them for approval; and 'WHEREAS, the completed planning documents have been carefully studied and are considered to comprise adequate planning of the public work essential to the community and within the financial ability of the CITY OF S~dARD to construct; NOW, THEREFORE, be it resolved by THE CITY OF SEWARD, the governing body of said applicant, that the planning documents submitted by Tryck, Nyman & Associates as the basis for detailed planning of the improvements to the municipal water system including sources of sup- ply and rehabilitation of the distribution system dated November 3, 1961, in connection with Housing and Home Finance Agency Project No. P-Alaska-3040 be and the same are hereby approved; and that cer- tified copies of this resolution be filed with the Housing and Home Finance Agency. Watts, the duly qualified and acting Clerk of the City of Se1,'lard (herein called the "applicant") and the keeper of the records of the applicant, including the Journal of Proceedings of the City of Seward (herein also called the "governing body"), do hereby certify: 1. That the attached resolution is a true and correct copy of the resolution as finally adopted at a duly called meeting of the govern- ing body on the 15th day of January, 1902. and duly recorded in my office; 2. That said meeting was duly convened and held in all respects in accordance with law and to the extent required by law due and proper notice of such meeting was given; that a legal quorurn was present throughout the meeting, and a legally sufficient number of members of the governing body voted in the proper manner and for the adoption of said resolution; that. all other requirements and proaeedings under the law incident to the proper adoption or passage of said resolution, including publication, if required, have been duly fulfilled, carried out, and otherwise observed; and that I am authorized to exepute this c ertific ate. d<- IN "WITNESS WHEREOF, I have hereunto set my hand this ~day of January, 19b2.
