HomeMy WebLinkAboutRes2004-120 I I I Sponsored by: Clerk CITY OF SEWARD, ALASKA RESOLUTION 2004-120 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING A CONTRACT THROUGH DECEMBER 31, 2004, WITH ALASKA NEWSPAPERS, INC. FOR DISPLAY ADVERTISING IN THE SEWARD PHOENIX LOG AT A RATE OF $8.60 PER COLUMN INCH, WITH A MINIMUM OF 35 COLUMN INCHES PER WEEK WHEREAS, the City Clerk's Office produces, on a weekly basis, display advertisements announcing City of Seward meetings; and WHEREAS, these ads are usually produced in the Seward Phoenix Log under the section known as the "City Calendar"; and WHEREAS, the City's contract for advertising in The Seward Phoenix Log expires on December 31, 2004; and WHEREAS, The Seward Phoenix Log has provided advertising services in the past and has given the City a measure of flexibility in meeting deadlines in order to guarantee that advertising occurs during established code-required, and Alaska Open Meeting Law time frames; and WHEREAS, the agreement with Alaska Newspapers, Inc. obligates the City to advertise a minimum of3S column inches, at $8.60 per column inch, and guarantees a more favorable rate ifthe City purchases additional space; and WHEREAS, this years increase results in an additional $1.07 per column inch over last year; and WHEREAS, it appears the City uses on the average 40 column inches per week; and WHEREAS, through telephonic quotes these rates were found to be very favorable for the city; and WHEREAS, it is in the public interest to publish the bulk of the City's ads in a local newspaper, and The Seward Phoenix Log is currently the only regularly published newspaper with an office in the City of Seward. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: CITY OF SEWARD, ALASKA RESOLUTION 2004-120 Section 1. It is in the public interest to approve a contract for advertising without full utilization of city bid procedures, since it is the only local newspaper with a wide circulation in town. Section 2. The City is authorized to sign a contract with Alaska Newspapers Inc. for the period January 1, 2005, through December 31,2005, with an $8.60 per column inch rate and a minimum of 35 column inches per week. Section 3. The City is authorized to spend up to $18,500 in order to display the City Calendar, with funding from advertising account 101-1110-5120. Section 4. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 14th day of December, 2004. '",.....~,,' Agenda Statement Meeting Date: December 13, 2004 From: Jean Lewis, City Clerk Agenda Item: Annual contract for advertising with Alaska Newspapers Inc. BACKGROUND & JUSTIFICATION: Alaska Newspapers Inc. provided a new advertising agreement and contract for this coming year. This obligates the City to advertise a minimum of 35 column inches at $8.60 per column inch, and guarantees a more favorable rate if the City purchases additional space. A quick check through our files show the city uses on the average 40 column inches per week. This raises our yearly total owed to just under the maximum that is in the budget of $18,500. The rate per column inch was $7.31 for the years 2001 and 2002. The rate increased by 22 cents for the year 2003 to $7.53 per column inch. The rate for 2005 is now quoted as $8.60 per column inch. This increase is largely due to newspaper costs being up 15%. The City of Seward is already given a discount on their base local rate per column inch. Further inquiries with other area newspapers indicate that this is still a very favorable rate for the City. Per our code, the city must advertise in a paper of local circulation. Please note the terms of this contract have always given the Alaska Newspapers Inc. the right to amend this agreement upon 30 days notice in writing. This new rate multiplied by an average of 40 column inches comes to $17,888.00, just shy of the above amount authorized.
