HomeMy WebLinkAboutRes2004-123 I I I Sponsored by: Shealy CITY OF SEWARD, ALASKA RESOLUTION 2004-123 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROVING A PROFESSIONAL SERVICES CONTRACT WITH TRANSPORTATION ENGINEERING NORTHWEST, LLC TO CONDUCT AN ECONOMIC IMPACT STUDY FOR STATE FERRY SERVICES TO THE CITY OF SEWARD FOR AN AMOUNT NOT TO EXCEED $16,205 AND APPROPRIATE FUNDS WHEREAS, the State of Alaska Department of Transportation and Public Facilities (ADOT &PF) had proposed to eliminate ferry service to Seward of both the MN Kennicott and MlV Tustumena in May, 2005 under area transportation plans adopted in July 2001 for Prince William Sound and November 2002 for Southwest Alaska; and WHEREAS, concerns about the elimination offerry services raised by the community of Seward to ADOT&PF and to the community's legislators won an extension offerry service through the summer of200S; and WHEREAS, part of the reason for the extension was to allow time for an economic analysis of the impacts of dropping ferry service to Seward; and WHEREAS, Transportation Engineering Northwest, LLC (TEN) in Seattle, Washington has conducted a similar study for the community of Sitka and comes highly recommended; and WHEREAS, TEN has provided the City with a proposal to conduct an economic impact study that would evaluate the potential transportation, direct and indirect economic impacts, of the elimination of ferry service to Seward; and WHEREAS, City Code S6.l0.120 (8) provides for an exemption to the normal bid process for professional services. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. Competitive procurement procedures for professional services are not required for the reasons described in the recitals above, which recitals are incorporated herein by this reference and authorize the city manager to enter into the attached contract with Transportation Engineering Northwest, LLC to conduct an economic impact study for state ferry services to the City of Seward for an amount not to exceed $16,205. CITY OF SEWARD, ALASKA RESOLUTION NO. 2004-123 Section 2. Funds in the amount of $16,205 is hereby appropriated from the General Fund fund balance, account no. 101-0000-3050 to the City Manager Department, Contracted Services, account no. 101-1120-5390, with said appropriation being effective January 1, 2005. (City Seal) COUNCIL AGENDA STATEMENT Meeting Date: December 13, 2004 Through: Phil Shealy, City Manager From: Rick Gifford, Assistant City Manager Agenda Item: Seward AMHS Transportation and Economic Impact Study BACKGROUND & JUSTIFICATION: The State of Alaska Department of Transportation and Public Facilities (ADOT&PF) had proposed to eliminate ferry service to Seward of both the M/V Kennicott and M/V Tustumena in May, 2005 under area transportation plans adopted in July 2001 for Prince William Sound and November 2002 for Southwest Alaska. Concerns about the elimination of ferry services raised by the community of Seward to ADOT&PF and to the community’s legislators won an extension of ferry service through the summer of 2005 (see attached press release from the Alaska Marine Highway System (AMHS)). Part of the reason for the extension was to allow time for an economic analysis of the impacts of dropping ferry service to Seward. In addition, it would allow time for ADOT&PF to revisit their area transportation plans for the Prince William Sound and Southwest Alaska. The administration contacted Michael Read with Transportation Engineering Northwest, LLC (TEN) in Seattle, Washington who had conducted a similar study for the community of Sitka and comes highly recommended. TEN has provided the City with a proposal to conduct an economic impact study that would evaluate the potential transportation, direct and indirect economic impacts, of the elimination of ferry service to Seward. The main elements of their scope of work include: 1. Review historical documentation including available long range plans, ridership and economic data. 2. Prepare a summary memorandum of historical document research identifying key findings and community transportation/economic benefits currently derived from the existing system. 3. Conduct limited targeted key stakeholder telephone interviews in Seward with shipping companies, business associations, tourism groups, community leaders, and other organizations to determine existing use, expenditure, and preference information on AMHS and other intercommunity transportation alternatives. 4. Prepare a quantitative and qualitative evaluation of potential transportation and economic impacts to the Seward community as a result of loss of both ferry linkages to Prince William Sound and the Southwest Region. 5. Prepare a technical report that documents the analyses and outlines key findings and conclusions. Based upon these findings, work with the City of Seward to identify COUNCIL AGENDA STATEMENT Meeting Date: December 13, 2004 Seward AMHS Transportation and Economic Impact Study Page 2 recommended service levels for AMHS to consider in minimizing impacts to the Seward Community. Approved by Finance Department: RECOMMENDATION: Council approve Resolution No. 2004-123, approving a professional services contract with Transportation Engineering Northwest, LLC to conduct an economic impact study for state ferry services to the City of Seward for an amount not to exceed $16,205 and appropriate funds.
