HomeMy WebLinkAboutRes2004-130 I I I Sponsored by: Shealy CITY OF SEWARD, ALASKA RESOLUTION 2004-130 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ACCEPTING A $120,000 GRANT FROM THE OFFICE OF THE GOVERNOR OF THE STATE OF ALASKA FOR THE SUPPORT OF THE SEWARD SHELLFISH HATCHERY, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE STATE OF ALASKA FOR THE GRANT FUNDS, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH QUTEKCAK NATIVE TRIBE TO PASS THROUGH THE GRANT FUNDS AND APPROPRIATING THE FUNDS WHEREAS, the State of Alaska through the Governor's Office is providing a $120,000 grant to the City for the support ofthe Qutekcak Shellfish Hatchery for the period December 10, 2004 through June 30, 2005; and WHEREAS, the funding is being provided by a direct grant from the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) to the Office of the Governor; and WHEREAS, the grant funding includes $120,000 for support of hatchery operations. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. Grant funds in the amount of$120,000 are hereby accepted from the Office of the Governor ofthe State of Alaska for the support of the Seward Shellfish Hatchery for the period December 10, 2004 through June 30, 2004 and appropriated from account no. 890-8902- 4680-0200 to account no. 890-8902-5998. Section 2. The City Manager is hereby authorized to enter into an agreement with the State of Alaska for the grant funds and with Qutekcak Native Tribe to pass through the grant funds for the support of the Seward Shellfish Hatchery in substantial form as presented at this meeting. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 21 st day of December, 2004. COUNCIL AGENDA STATEMENT Meeting Date: December 21, 2004 Through: Phil Shealy, City Manager From: Rick Gifford, Assistant City Manager Agenda Item: Seward Mariculture Research Center and Shellfish Hatchery Grant BACKGROUND & JUSTIFICATION: The State of Alaska through the Governor’s Office is providing a $120,000 grant to the City for the support of the Seward Shellfish Hatchery for the period December 10, 2004 through June 30, 2005. The funding is being provided by a direct grant from the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) to the Office of the Governor. The grant funding of $120,000 is for support of hatchery operations. Attached are Memorandums of Agreement between the State of Alaska and the City to accept the grant and between the City and Qutekcak Native Tribe (“QNT”) for the acceptance of the funding and requirements being passed through the City from the State. For your information, the Governor’s Office provided a $150,000 grant for shellfish hatchery operations in May, 2004 which included $15,000 to do a business plan. The business plan has been completed and helped in securing additional operating funds from the Governor’s office for the above grant. The City’s cost will be staff time in administering the grant and the funding. Approved by Finance Department: RECOMMENDATION: Council approve Resolution No. 2004-130, accepting a $120,000 grant from the Office of the Governor of the State of Alaska for the support of the Seward Shellfish Hatchery, authorizing the City Manager to enter into an agreement with the State of Alaska for the grant funds, authorizing the City Manager to enter into an agreement with Qutekcak Native Tribe to pass through the grant funds and appropriating the funds.
