CITY OF SEWARD, ALASKA
RESOLUTION 2004-131
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO AMEND THE
CONTRACT WITH DRYDEN & LARUE, INC., AN ENGINEERING
FIRM HIRED BY THE CITY TO DO THE DESIGN OF THE
RELOCATION OF THE 69 KV TRANSMISSION LINE IN THE
VICINITY OF THE THREE BRIDGES, FOR A TOTAL PRICE OF
$45,000 WHICH WILL BE REIMBURSED BY THE STATE OF ALASKA.
WHEREAS, The State of Alaska has determined that the Transmission Line owned by
the City of Seward and located in the vicinity ofthe Three Bridges needs to be relocated to
facilitate construction of a spur dike; and
WHEREAS, The design of the relocated Transmission Line has been completed by
Dryden & LaRue; and
WHEREAS, The State has determined that a temporary relocation of the line is
necessary to provide sufficient working clearance for the contractor's who will be working on
the Spur Dike at Bridge #1 (the southernmost bridge); and
WHEREAS, The State has agreed to reimburse the City of Seward Electrical
Department for the cost of the redesign; and
WHEREAS, It is a priority for the State to receive this redesign as soon as possible to
enable them to bid the project in a timely basis for the 2005 construction season.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. Change order No.4 is hereby authorized to the contract with Dryden &
LaRue to do the engineering work necessary to temporarily relocate the 69 kV transmission line
in the vicinity of Bridge #1 at a price not-to exceed $45,000.
Section 2. The Electrical Department is authorized to bill the State of Alaska for the
full price of this redesign which has been initiated at their request.
Section 3.
This resolution to take effect immediately.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 21st
day of December, 2004.

BACKGROUND & JUSTIFICATION:
The attached letter from Marty Smith of Dryden & LaRue outlines the need for an additional
$45,000 in funding for the design of the Transmission line relocation in the vicinity of the Three
Bridges. This redesign is the result of a request by the Department of Transportation (DOT-PF)
to temporarily relocate our transmission and distribution facilities to allow construction of the
spur dike at Bridge #1 (the southernmost bridge). All of this additional expense will be
reimbursed by DOT-PF after the project is completed. The total authorized contract with Dryden
and LaRue will be $116,000, including this change order of $45,000.
At a meeting with DOT-PF we discussed the various options available to allow the spur dike
contractor to do his work without endangering his personnel due to the close proximity of the
Transmission and the Distribution line. Large cranes, which have capability of contacting the
energized conductors will be used in the construction of the spur dike. Due to the Seward
Airport Glide Path, which passes directly over this construction site, we are unable to install
taller poles to provide the contractor the necessary clearance. We are constricted vertically and
horizontally on the location of these poles. Hence, the temporary relocation with a permanent
location to follow later. All at DOT-PF expense.

FISCAL NOTE:
Charge to Account 501-5220-5390. Funding for this project will be entirely refunded to the City
by DOT-PF upon project completion.

RECOMMENDATION:
City Council approve Resolution 04-131,authorizing an amendment to the contract with Dryden
and LaRue to continue engineering services on the relocation/reconductoring of the 69 kV
Transmission line and the 12.5 kV Distribution line at Bridge #1 of the Seward Highway, at the
request and expense of DOT-PF, for an additional fee of $45,000.
