HomeMy WebLinkAboutRes2002-080 I Sponsored by: Blatchford and Orr CITY OF SEWARD, ALASKA RESOLUTION 2002-080 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROPRIATING FUNDS AND AUTHORIZING A PROFESSIONAL PERSONAL SERVICES AGREEMENT WITH WILLIAM C. NOLL, d/b/a MAJOR INTERNATIONAL, AS AN INTERNATIONAL RELATION SERVICES CONSULTANT FOR THE CITY FOR A FIXED FEE NOT TO EXCEED $10,000 PLUS REASONABLE EXPENSES NOT TO EXCEED $2000 FOR A TERM THROUGH 2002 AND WITH AN EXTENSION INTO 2003 UNDER TERMS MUTUALLY AGREED TO BY THE PARTIES, WHERE THE SERVICES TO BE PROVIDED ARE GENERALLY TO SEEK TO SECURE THE CONTINUED OPERATION OF THE COAL TERMINAL FACILITY IN THE CITY I WHEREAS, a coal terminal facility ("Facility") is in operation at the north end of the City's harbor which has provided a significant basis for the general economy of the City and its residents in terms of property taxes, employment and power usage; and WHEREAS, the City has become aware of the possibility that the present owners and users of the Facility may for reasons unrelated to the Facility seriously consider reducing or terminating use of the Facility, an action which would have serious consequences to the general economy of the City and its residents; and WHEREAS, the City believes that special professional international relation consultative services are required to seek the continued operation of the Facility and that William C. Noll, d/b/a Major International can provide those services. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Council finds that it is in the public interest for the City to enter into a professional services agreement with William C. Noll, d/b/a Major International ("Noll") to provide international relation services in seeking to secure the continued operation of the Facility in connection with international markets for Alaska coal. I CITY OF SEWARD, ALASKA RESOLUTION 2002-080 Section 2. The City authorizes the City Manager to execute a personal services agreement with Noll as an international relation services consultant for the City for a fixed fee not to exceed $10,000, plus reasonable expenses not to exceed $2000 for a term through the end of 2002 and with an extension into 2003 under terms mutually agreed to by the parties, where the services to be provided are generally to seek to secure the continued full operation of the Facility in the City through access to international markets. Section 3. Appropriate $12,000 from the General Fund Fund Balance 101-0000- 3050 to Mayor/Council Contracted Services Account 101-1110-5390. Section 4. This resolution shall take effect immediately upon adoption by the City Council. PASSED AND APPROVED by the City Council of the City of Seward, Alaska this 12th day of August, 2002.
