HomeMy WebLinkAboutRes2002-101 Je c~ j-I LlP J'~ l 10--1,1',' (/ I IYW Sponsored by: Janke CITY OF SEWARD, ALASKA RESOLUTION 2002-101 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH S&R ENTERPRISES INCORPORATED (S&R), FOR DISPOSAL OF FOUR DERELICT POWER SCOWS AT THE SEWARD MARINE INDUSTRIAL CENTER (SMIC) FOR AN AMOUNT NOT TO EXCEED $24,180.00. WHEREAS, the City of Seward has had a history of collecting non-paying derelicts at SMIC; and WHEREAS, the oldest in inventory are BUDDY, MANATEE, FINBACK and BLACKFISH, four wooden power scows which have been in a non-paying status at SMIC since the early 1990s; and WHEREAS, these scows have been impounded by the City, offered for sale without response and are awaiting disposal; and I WHEREAS, S&R has in inventory a unique burner, capable of reaching temperatures of 2400 degrees Fahrenheit, which is efficient and fast burning; and WHEREAS, using this unique cyclonic burner, S&R has proposed to completely dispose ofthese four derelict barges, including all metal parts and pieces, engine blocks, fuel tanks and fuel residue for approximately 15% of other unsolicited proposals, possible only because of the cyclonic burner and its efficiency and effectiveness; and WHEREAS, S&R has used this burner in many applications in Kenai and Soldotna with outstanding reviews and results, and this piece of equipment generates a cyclonic flow of air to stoke the burner and incinerates nearly everything to a fine ash with little or no smoke emission; and WHEREAS, per City of Seward Code of Ordinances 96.10.120, Specialized Services are exempt from competitive procurement procedures. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: I Section 1. The City Manager is authorized to enter into an agreement with S&R Enterprises, Incorporated for disposal of four derelict power scows at the Seward Marine Industrial Center for an amount not to exceed $24,180.00. CITY OF SEWARD, ALASKA RESOLUTION 2002-101 Section 2. Payment for these services shall be charged to the SMIC General Budget, 417-4500-5390, for FY 2002. Section 3. This resolution shall take effect immediately upon adoption PASSED AND APPROVED by the City Council ofthe City of Seward, Alaska, this 14th day of October 2002.
