HomeMy WebLinkAboutRes2002-102 I I I Sponsored by: Janke CITY OF SEWARD, ALASKA RESOLUTION 2002- 102 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ACCEPTING A GRANT IN THE AMOUNT OF $90,000 FROM THE KENAI MOUNTAINS - TURNAGAIN ARM NATIONAL HERITAGE CORRIDOR COMMUNITIES ASSOCIATION (KMTA-CCA) THROUGH THE NATIONAL SCENIC BYWAYS PROGRAM FROM THE FEDERAL HIGHWAY ADMINISTRATION FOR THE SEWARDKAWABEPARKAND INTERPRETIVE SITE, AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH KMT A-CCA FOR THE GRANT FUNDING, APPROPRIATE THE GRANT FUNDS AND PROVIDE FOR THE LOCAL MATCH FUNDS IN THE AMOUNT OF $22,500 FROM THE CITY'S CONTRIBUTION TO THE KA W ABE PARK CAPITAL PROJECT FUND WHEREAS, a National Scenic Byways program grant of $350,000 was awarded to the Alaska Department of Transportation & Public Facilities (ADOT&PF) from the Federal Highway Administration (FHW A); and WHEREAS, the ADOT &PF has contracted with the Kenai Mountains - Turnagain Arm National Heritage Corridor Communities Association (KMTA-CCA) to provide a series of projects intended to preserve and enhance the intrinsic qualities ofthe Seward Highway, All-American Road; and WHEREAS, the contractor, KMT A-CCA, has subcontracted with seven communities within the corridor to accomplish the Seward Highway Millennium Trail Improvements project funded by the National Scenic Byways program grant; and WHEREAS, the City of Seward was one of the seven communities awarded funding by KMTA-CCA in the amount of$90,000 less an administrative fee of$3,150; and WHEREAS, the Seward portion ofthe grant is to help fund construction of the Kawabe Park and provide an Interpretive Site that must address the significance of the site and the intrinsic qualities and associated resources of the byway. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. A grant in the amount of $90,000 from the Kenai Mountains - Turnagain Arm National Heritage Corridor Communities Association through the National Scenic Byways program from the Federal Highway Administration for the Seward Kawabe Park and Interpretive Site is hereby accepted and the city manager is authorized to enter into an agreement with KMTA-CCA. CITY OF SEWARD, ALASKA RESOLUTION 2002-102 Section 2. Funding in the amount of$90,000 be appropriated from federal grant revenues, account no. 600-6002-4680-0100 to the Kawabe Capital Project Fund as follows: $3,150 to administrative fees, account no. 600-6002-5580-0010 and $86,850 to contracted services, account no. 600-6002-5390. Section 3. A local match of$22,500, previously appropriated by Resolution No. 2002-055, will be provided for from the City's contribution to the Kawabe Park Capital Project Fund. Section 4. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 14th day of October, 2002.
