RESOLUTION 2002-103
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING U.S. DEPARTMENT OF JUSTICE, OFFICE OF
COMMUNITY ORIENTED POLICING SERVICES, COPS IN SCHOOLS
GRANT IN THE AMOUNT OF $125,000 TO FUND 1 NEW ADDITIONAL
FULL-TIME OFFICER, HIRED AS A SCHOOL RESOURCE OFFICER OR
TAKE THE PLACE OF A LOCALLY FUNDED VETERAN OFFICER THAT
WOULD BE DEPLOYED AS A SCHOOL RESOURCE OFFICER,
AUTHORIZE THE CITY MANAGER TO EXECUTE THE GRANT
AGREEMENT AND APPROPRIATE $254,705, INCLUDING THE LOCAL
SHARE OF $129,705, TO THE COPS SCHOOL RESOURCE OFFICER
FUND
WHEREAS, the U.S. Department of Justice, Office of Community Oriented Policing
Services (COPS) has awarded the City a COPS in Schools Grant in the amount of$125,000 to fund
1 new, additional full-time officer; and
WHEREAS, the officer would be hired as a School Resource Officer (SRO) to work in and
around primary and secondary schools or to take the place of a locally funded veteran officer that the
City would deploy as an SRO; and
and
WHEREAS, the SRO would devote 75% of his /her time working in and around the schools;
WHEREAS, the amount of Federal funding is for a three year period with an agreement to
retain the new officer for at least one full local budget cycle following the expiration of the grant;
and
WHEREAS, the Grant Agreement requires Council acceptance of the grant and
appropriation of funds; including a local share of$129,705 for the four year period.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City of Seward accepts the U.S. Department ofJustice, Office of Community
Oriented Policing Services (COPS) Grant in the amount of $125,000 for the purpose of 1 new,
additional full-time officer that will be deployed as an SRO or take the place of a veteran officer
deployed as an SRO and authorizes the city manager to execute the grant agreement.
Section 2. Funding in the amount of$129, 705 is hereby appropriated from the General Fund
fund balance account no. 101-0000-3070-0852, $125,000 is appropriated from the COPS federal

grant account no. 852-8521-4680-0100 and the total amount of$254,705 is authorized to be
spent in the COPS School Resource Officer Fund, account no. 852-8521-5010.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 14th
day of October, 2002.
