RESOLUTION 2002-110
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE
ORDER TO ALASKA TRANSPORTATION COMPANY LLC DBA HERTZ
CAR SALES IN THE AMOUNT OF $29,500 FOR THE PURCHASE OF A
2000 FORD CROWN VICTORIA TO BE USED BY THE GENERAL
SERVICES DEPARTMENT AND A 2001 FORD ESCAPE TO BE USED BY
THE ENGINEERING DEPARTMENT AND APPROPRIATING FUNDS IN
THE AMOUNT OF $29,500 FROM THE GENERAL FUND FUND BALANCE
TO THE MOTOR POOL FUND
WHEREAS, the proposed calendar year 2003 budget includes the purchase of two used
vehicles. One for the Engineering Department budgeted at $20,000 and one for the General Services
Department to be used primarily by the MIS Department budgeted at $9,500; and
WHEREAS, the local Hertz Car Sales (Hertz) has a 2001 Ford Escape with just under
22,000 miles that would be purchased for the Engineering Department and a 2000 Ford Crown
Victoria with just under 32,000 miles that would be purchased for the General Services Department;
and
WHEREAS, the administration is recommending that the Crown Victoria replace the Taurus
that was purchased last year to be used by the various City departments to pick up and deliver mail,
go to the bank, run small errands in town and be used for travel within the State (primarily
Anchorage) and the Taurus would be used primarily by the MIS Department who travels around to
the various City facilities on a daily basis; and
WHEREAS, the City has found that it can purchase good used vehicles with low mileage to
meet some of its vehicle needs; and
WHEREAS, the public works department has checked both vehicles out and recommends
that the City purchase these vehicles; and
WHEREAS, the City has negotiated a price of$12,600 for the 2000 Crown Victoria and
$16,900 for the 2001 Ford Escape which are below the blue book values for both vehicles; and
WHEREAS, the Seward City Council finds that it is in the public's interest to purchase these
two used vehicles for use by City departments without competitive bidding per Seward City Code
S6.1O.125.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:

Section 1. The city manager is hereby authorized to issue a purchase order to Alaska
Transportation Company LLC dba Hertz Car Sales in the amount of $29,500 for the purchase of a
2000 Ford Crown Victoria to be used by the General Services Department and a 2001 Ford Escape to
be used by the Engineering Department.
Section 2. Funds in the amount of$29,500 are hereby appropriated from the General Fund
fund balance, account no. 101-0000-3075-0102 to the Motor Pool Equipment, account no. 102-1020-
5930.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 8th day
of November, 2002.
