RESOLUTION 2002-112
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AMENDING THE PORT AND HARBOR TARIFF (TARIFF) TO
ESTABLISH AN ADJUSTMENT TO THE MOORAGE FEES IN THE
SEWARD SMALL BOAT HARBOR BY THE PREVIOUS YEAR'S
ANCHORAGE CONSUMER PRICE INDEX FOR ALL URBAN
CONSUMERS (CPI)
WHEREAS, in March 2001, the Harbormaster completed a report entitled "Rate Analysis,
Full Cost Recovery" (the Report); and
WHEREAS, this report analyzed the current method of assessing fees for moorage in the
harbor with respect to the true cost of operating, maintaining and renewing the infrastructure; and
WHEREAS, the Report presented an alternative rate structure and discussed the impacts and
benefits of moving to a full cost recovery rate structure; and
WHEREAS, the Report was presented to the Administration and the Port and Commerce
Advisory Board (P ACAB) for review; and
WHEREAS, the P ACAB considered the Report and its contents over several months, work
sessions and public meetings, taking comments and questions and thoroughly considering the
information received; and
WHEREAS, a consensus could not be reached on how to fund the long term infrastructure
replacement costs; more specifically, who should bear the burden of funding those capital
replacement costs; and
WHEREAS, the City Council, at their May 13th, 2002 meeting passed Resolution 2002-043
directing the City Manager to amend the Tarifffor 2003, reflecting the application ofthe Anchorage
CPI; and
WHEREAS, owing to the delay in calculating and providing the CPI, the previous year's
CPI was used to adjust the moorage rates.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Port and Harbor Tariff is amended to reflect an adjustment ofthe small boat
harbor moorage rates of 2.8%. The Tariff shall become effective December 31 2002.
Section 2. This resolution shall take effect ten (10) days after the passage and posting.
