RESOLUTION 2002~133
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH S&R ENTERPRISES, INCORPORATED FOR
DISPOSAL OF FOUR DERELICT POWER SCOWS AT THE SEWARD
MARINE INDUSTRIAL CENTER (SMIC) FOR AN AMOUNT NOT TO
EXCEED $23,580.
WHEREAS, the City of Seward has had a history of collecting non-paying derelicts at
SMIC; and
WHEREAS, the oldest in inventory are BUDDY, MANATEE, FINBACK and
BLACKFISH, four wooden power scows which have been in a non-paying status at SMIC since
the early 1990s; and
WHEREAS, these scows have been impounded by the City, offered for sale without
response and are awaiting disposal; and
WHEREAS, the City advertised and received proposals from several companies for the
disposal of theses scows; and
WHEREAS, staff evaluated the proposals, weighing the experience, capability, work
plan and cost; and
WHEREAS, S&R Enterprises, Incorporated is recommended as the best proposer for the
disposal based on these factors.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into an agreement with S&R
Enterprises, Incorporated for disposal of four derelict power scows at the Seward Marine
Industrial Center in substantial form as attached hereto and incorporated by reference, for an
amount not to exceed $23,580.00.
Section 2. $23,580.00 for the work will be funded from the existing operating budget for
the current fiscal year, placed into a Special Revenue Fund to carry over to FY2003 as follows:
$23,580.00 from the SMIC Enterprise Fund, 417-4500-5390, and transferred and appropriated to
the Scow Removal Fund 306-3061-5390.
Section 3. This resolution shall take effect immediately upon adoption.
