RESOLUTION 2002-139
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING A CONTRACT FOR EXTERNAL AUDIT SERVICES
WHEREAS, the City of Seward has engaged the services of Mikunda, Cottrell & Co.
("MIKUNDA") for the past five years, to provide certified public accounting services as required by
Seward City Charter 6.6; and
WHEREAS, the current contract with MIKUNDA expired upon completion ofthe annual
audit for fiscal year ended December 31,2001; and
WHEREAS, in the next two years, the City is faced with the challenge of implementing the
most sweeping changes ever made to government financial accounting and reporting standards, as
required to implement the provisions of Government Accounting Standards Board (GASB)
Statement No. 34, Basic Financial Statements - and Management's Discussion and Analysis - for
State and Local Governments; and
WHEREAS, based on MIKUNDA's knowledge of the City's accounting structure and
financial reporting requirements, their staff s familiarity with recent financial history of the City, and
their positive working relationship with City staff, the administration believes that the City's
interests would best be served by hiring the firm that is most familiar with the City's financial
operations to assist with the complex conversion to GASB Statement No. 34; and
WHEREAS, Seward City Code 6.10.120 (8) states that professional service contracts are
exempt from competitive procurement procedures.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized and directed to execute an agreement with
Mikunda, Cottrell & Co., in substantially the form as attached hereto, to provide external audit
services to the City of Seward for Fiscal Year 2002 and 2003, with an interim conversion audit in-
between, with two one-year options for renewal, subject to approval ofthe City Manager.
Section 2. This Resolution shall take effect immediately upon its adoption.
