HomeMy WebLinkAboutRes1981-045 r , CITY OF Sm:A.RD, ALASKA RESOLUTION NO. 81-45 A RESOLUTION SETTING FEES FOR THE SEWARD MUNICIPAL SMALL BOAT HARBOR. WHEREAS, the Harbormaster of the City of Seward has reviewed the current rates charged for moorage in the Small Boat Harbor, and WHEREAS the Harbormaster has made certain specific recommen- dations to modify charges for moorage, labor, and transient fees to more accurately reflect the actual cost of provision of those services by the City, and WHEREAS, it is in the public interest to charge users of the Small Boat Harbor for services at a rate reasonably calculated to reflect costs to the City for operation and maintenance of the Small Boat Harbor. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that Section 1 of Resolution No. 77-36 as re-enacted by Resolution No. 80-20 is hereby repealed and re- enacted as follows: Section 1. Moorage Fees. (A) Moorage Fees, Annual (1) Annual Moorage Fee, Preferential Moorage. The annual moorage fee for preferential moorage privileges shall be $12.00 per foot based on the length of the float assigned or the overall length of the vessel (including all hull attachments such as bowspits, davits, dinghies, etc.), whichever is greater. (2) Annual Moorage Fee, Transient Moorage. The annual moorage fee for transient moorage privileges shall be 75% of the rate charged for preferential moorage. (3) Six Month Fee. The six month rate for either preferential or transient moorage privileges shall be sixty percent (60%) of the applicable annual rate. (4) Payment of Moorage Fees. All moorage privilege fees shall be paid when due and in advance. r (B) City Dock The City Dock is a working dock and all moorage shall be on the basis of the daily rate established for transient moorage. No vessel shall be permitted to moor to the City Dock in excess of fourteen (14) days without prior written permission from the Harbormaster. Cargo loading and unloading shall have priority use of the City Dock at all times. (C) Daily Moorage Fees The daily rate for transient moorage, based on the overall length of the vessel (including all hull attachments such as bowspits, dinghies, darths, etc.) or the lenth of the float used for moorage, whichever is greater, shall be as follows: Length of Vessel or Float Daily Fee Under 19' 19' - 32' 33' - 45' 46' - 58' 59' - 71' 72' - 84' 85' - 97' 98' - 110' Ill' - 123' 124' - 136' 137' - 149' 150' - 162' 163' + 2.00 4.00 6.00 8.00 10.00 12.00 14.00 16.00 18.00 20.00 22.00 24.00 26.00 BE IT FURTHER RESOLVED that Section 5 of Ordinance No. 77-36 1S repealed and re-enacted as follows: Section 5. Labor and Service Charges. (A) Service and labor performed by the Harbormaster or any City employee working in the Harbor shall be charged at the rate of one and one-half the hourly wage rate (including fringe bene- fits, overtime and call-out pay) paid to the City employee by the City. (B) Pumping of boats which are in danger of sinking shall be charged a rate of $10.00 dollars per hour, plus any applicable labor costs as determined in paragraph (A) of this section. r I I I I .'~ . (C) Any materials or City supplies, including mooring lines, shall be charged at their cost to the City. (D) Towing of boats shall be charged $25.00 dollars per boat plus labor charges as determined in paragraph (A) above. AND BE IT FURTHER RESOLVED that the rates set forth in this resolution shall become effective October 1, 1981.
