CITY OF SEWARD, ALASKA
RESOLUTION NO. 82-9
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, IN SUPPORT OF SEWARD LIFE ACTION COUNCIL'S
MENTAL HEALTH PROGRAM
WHEREAS, Seward Life Action Council provides valuable community
mental health services for the residents of the City of Seward, as well as
Moose Pass, Cooper Landing and Hope; and
WHEREAS, implementation of Title 47 mandates local community
treatment for the chronically and mentally ill through local community men-
tal health programs; and
WHEREAS, providing these services at a local level is more cost
effective and often more efficient than institutional care at a rate of
$l75 to $200 per day; and
WHEREAS, the Department of Health and Social Services, Division
of Mental Health and Developmental Disability, is proposing a budget cut of
$827.5 Thousand from the Community Mental Health Center budget, eliminating
the Seward Life Action Council's mental health program, along with programs
from six other communities; and
WHEREAS, elimination of the Seward Life Action Council's mental
health program would place an undue hardship on the residents of the cities
of Seward, Moose Pass, Cooper Landing and Hope;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:
Section l. The City Council of the City of Seward, Alaska, supports
the full range of services provided by the Seward Life Action Council and urges
that adequate State funds be appropriated to insure the continuation of this
program at a quality level.
