CITY OF SEWARD, ALASKA
RESOLUTION 2002-012
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING A HISTORIC PRESERVATION FUND GRANT
FROM THE STATE OF ALASKA TO COMPLETE AN ENVIRONMENTAL
ASSESSMENT OF THE JESSE LEE HOME PROPERTY, AND
APPROPRIATING MATCHING FUNDS
WHEREAS, pursuant to the National Park Service Historic Preservation Act of 1996, certain
federal share matching grants for historic preservation projects are available to certified local
governments; and
WHEREAS, the City has received a grant award from the State Historic Preservation Office
to complete a Phase I environmental site assessment of the Jesse Lee Home property; and
WHEREAS, the City of Seward's 2001 and 2002 State Legislative Priorities includes
promoting legislation to have the Jesse Lee Home transferred to the State Property Inventory; and
WHEREAS, completing an environmental assessment of the property is necessary for the
City, State, and interested private entities to understand the existing condition and estimated cost of
environmental abatement in order to make decisions regarding the future of this National Register of
Historic Places property; and
WHEREAS, the Planning and Zoning Commission has previously recommended that the City
attempt to obtain grant funding for engineering and environmental studies of the Jesse Lee Home
property in order to gain a better understanding of the site; and
WHEREAS, the City's match for this project can be provided from funds that were
appropriated last year to complete the foreclosure and secure the Jesse Lee Home property.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council accepts the Historic Preservation Fund Grant in the amount of
$5,000 from the State of Alaska, Department of Natural Resources, to complete an environmental
assessment of the Jesse Lee Home property to Grant Revenue Account No. 101-0000-4680-0200.
Section 2. The City Council hereby appropriates matching funds of $4090.02 from the
General Fund Balance Account Number 101-0000-3050, and authorizes total expenditures of
$8333.34 to the Community Development Misc. Programs Account Number 101-1150-5990.

Section 3. This resolution shall take effect immediately upon its adoption.
