RESOLUTION 2002-024
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUPPORTING A GRANT APPLICATION BY THE RAY
BUILDING PARTNERSHIP (ICEBOX LLC AND ROCKWELL LLC) TO
RESTORE THE RAY BUILDING
WHEREAS, the City of Seward placed the Ray Building on the Seward Register of Historic
Places in May of 1999; and
WHEREAS, the Ray Building is an important part of Seward's, Alaska's, and the Nation's
heritage; and
WHEREAS, the Ray Building, built in 1916 by railroad owner J.W. Harriman and
industrialist Cornelius Vanderbilt, served as the Harriman Bank and L.V. Ray's office space and
played an important economic role in the early development of Seward; and
WHEREAS, in the 1920s, Seward developers C.E. Brown and T.W. Hawkins bought the
building, and for six years (1924-1928), it served as an early Seward high school; and
WHEREAS, the building is thought to one of the first reinforced concrete buildings to be
built in all of South Central Alaska; and
WHEREAS, in 1939, the building took on additional historic importance when it was
purchased by L.V. Ray, a pioneer barrister, Mayor of Seward, and President of the first Territorial
Senate in Alaska; and
WHEREAS, the Ray Building has been an integral part of Seward's economic, educational,
cultural, and governmental history; and
WHEREAS, Project Manager Trevor McCabe has requested a letter of support for a grant
application from the City of Seward.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City of Seward City Council supports a grant application to restore the Ray
Building.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 11th
day of March, 2002.
