HomeMy WebLinkAboutRes2002-032 I I I Sponsored by: Orr, Brossow CITY OF SEWARD, ALASKA RESOLUTION 2002-032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE 100,000 SALMON SMOL T FROM THE COOK INLET AQUACUL TURE ASSOCIATION IN ORDER TO ENHANCE THE RESURRECTION BAY SALMON FISHERY AND APPROPRIATING $15,000 FROM THE GENERAL FUND, FUND BALANCE WHEREAS, the Seward Charterboat Association requested that the City of Seward purchase 100,000 salmon smolt from the Cook Inlet Aquaculture Association; and WHEREAS, the Seward Charterboat Association is willing to cover the short term cost of the purchase with fundraising and self imposed fees; and WHEREAS, the Seward Charterboat Association is willing to cover the future cost of purchases with additional fees attached to business licenses issued to charter boat operators; and WHEREAS, the Cook Inlet Aquaculture Association requires a firm and immediate commitment to the purchase of the available salmon smolt in order to continue to rear the salmon; and WHEREAS, it is in the best interest of the City of Seward to enhance the Resurrection Bay silver salmon fishery. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is authorized to purchase 100,000 salmon smolt at a cost of $15,000 from the Cook Inlet Aquaculture Association. Section 2. $15,000 is appropriated from the General Fund, Fund Balance Account (101- 0000-3050). Section 3. This resolution shall take effect immediately upon its adoption. OF tJ.,V - .." ~. i ,'\ ""IIUlI'" Agenda Statement Meeting Date: April 8, 2002 4Of se +,411 k From: Nathan On, Council MembeV7 %r�', 4 q 0 Agenda Item: Purchasing 100,000 salmon smolt BACKGROUND &JUSTIFICATION: The Seward Charterboat Association initiated a request for the City of Seward to purchase salmon smolt from the Cook Inlet Aquaculture Association for the purpose of releasing the salmon into Resurrection Bay. The Cook Inlet Aquaculture Association needs a firm and immediate commitment that they will be paid $15,000 to rear the smolt into adulthood. The Cook Inlet Aquaculture Association is able to provide this reasonable cost because they are rearing these smolt with other projects. The Cook Inlet Aquaculture Association is only charging for their out of pocket expenses related to these fish such as feed and electricity. The Seward Charterboat Association has stated that they are willing to cover the short term cost of this year's purchase with fundraising and self imposed fees. The Seward Charterboat Association is willing to cover the future cost of purchases with additional fees attached to business licenses issued to charter boat operators. It is in the best interest of the City of Seward to work with the Seward Charterboat Association to enhance fishing opportunities for Seward's residents and visitors. RECOMMENDATION: The City Council approve Resolution 2002-032, authorizing the City Mier to purchase 100,000 salmon smolt from the Cook Inlet Aquaculture Association in order to enhance the Resurrection Bay salmon fishery and appropriating $15,000 from the General Fund, Fund Balance.
