Sponsored by: Janke CITY OF SEWARD, ALASKA RESOLUTION 2002-037 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO EXPLORE AND INVESTIGATE ACQUIRING A REAL PROPERTY INTEREST IN WESLEY REHABILITATION AND CARE CENTER WHEREAS, Wesley Rehabilitation and Care Center ("Wesley") recently turned over its management responsibilities to the State of Alaska ("State"); and WHEREAS, the State has contracted with a private health care management firm, Westcare Management ("Westcare"), to manage Wesleyan an interim basis and assess whether Wesley will be able to remain open, and the State has required Westcare to develop a management plan that assures the long-term viability of Wesley, and cure certain identified deficiencies within the next several weeks; and WHEREAS, Westcare has contacted Providence Health System in Alaska ("Providence") to see if Providence would be interested in managing Wesley; and WHEREAS, Providence has indicated that it may be willing to manage Wesley under certain terms and conditions; and WHEREAS, Westcare and Providence believe that the long-term financial viability of Wesley would be strengthened by co-location of the hospital and Wesley, and believe co-location would have a significant positive financial impact on a co-located facility; and WHEREAS, the Wesley Board and Westcare have contacted the City for its support and help in saving Wesley; and WHEREAS, retaining Wesley, or the services provided by Wesley, in Seward is important to the economic base of Seward through the jobs it provides locally and the additional revenues it provides to Providence Seward Medical Center as well as other businesses in Seward; and WHEREAS, the City recognizes the importance to the quality ofthe life in Seward of a local long-term care facility that allows families with family members in need of care to remain in Seward and recognizes that an important public purpose is served by promoting local public health care services; and WHEREAS, the City supports the concept of seeking solutions to promote the long-term viability of Wesley, including the concept of co-locating Wesley and the hospital; and CITY OF SEWARD, ALASKA RESOLUTION 2002-037 WHEREAS, Westcare has approached the City with a request that the City acquire an ownership interest in the land and buildings where Wesley is now located and lease such capital facilities to the operator of a co-located hospital and long-term care facility in the event and to the extent that co-location requires common ownership. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is authorized to explore and investigate acquiring a real property interest in Wesley Rehabilitation and Care Center. Section 2. The City Manager is authorized to explore and investigate all available options relating to promoting the long-term viability of a long-term care facility in the City and to make recommendations to the City Council of alternatives for assistance by the City. Section 3. Any proposed lease or other proposed agreements, if any, will be presented to the City Council for its consideration. Section 4. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 13th day of April, 2002.
