RESOLUTION 2002-042
A RESOLUTION OF THE SEWARD CITY COUNCIL ESTABLISHING THE
HOSPITAL ECONOMIC LOSS PROTECTION ACCOUNT TO FINANCE
POTENTIAL OPERATING LOSSES PER AMENDMENT NO.1 TO THE
LEASE AND OPERATING AGREEMENT BETWEEN THE CITY OF
SEWARD AND PROVIDENCE HEALTH SYSTEM IN WASHINGTON, AND
APPROPRIATING $250,000 FROM THE GENERAL FUND BALANCE TO
THE NEWLY ESTABLISHED HOSPITAL ECONOMIC LOSS
PROTECTION ACCOUNT
WHEREAS, at the March 25,2002 meeting ofthe Seward City Council, resolution number
2002-030 was approved, authorizing the city manager to enter into Amendment No.1 to the terms of
the lease and operating agreement between the City of Seward and Providence Health System
Washington; and
WHEREAS, resolution number 2002-030 authorizes the City to pay an amount not to exceed
$250,000 per year of annual operating losses exceeding $600,000 at Providence Seward Medical
Center; and
WHEREAS, Seward City Code 95.01.015 - Creation of Debts, states that "neither the
council nor any officer or employee ofthe city shall create, audit, allow or permit to accrue any debt
or liability for any purpose in excess of available money in the treasury legally apportioned or
appropriated for that purpose; and
WHEREAS, the administration desires to designate a portion of the General Fund Balance
account for the purpose of meeting this potential $250,000 obligation; and
WHEREAS, any expenditure of these monies would require direct appropriation and
additional approval by the Seward City Council; and
WHEREAS, the City of Seward General Fund experienced a budgetary surplus in excess of
$288,000 for the fiscal year ended December 31,2001 and the City wishes to designate $250,000 of
this surplus for the purpose of establishing a Hospital Economic Loss Protect account.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Funds in the amount of $250,000 are appropriated from the General Fund
Balance account number 101-0000-3050 to the newly established Fund Balance Designated for
Hospital Economic Loss Protection account number 101-0000-3042-0003.

Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska this 22nd
day of April, 2002.
