RESOLUTION 2002-044
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUPPORTING THE RECERTIFICATION OF THE PRINCE
WILLIAM SOUND REGIONAL CITIZENS' ADVISORY COUNCIL AS THE
ALTERNATIVE VOLUNTARY ADVISORY GROUP FOR PRINCE
WILLIAM SOUND
WHEREAS, the Prince William Sound Regional Citizens' Advisory Council (RCAC) must
apply for recertification with the U. S. Coast Guard in accordance with the Oil Pollution Act of 1990;
and
WHEREAS, RCAC has displayed organizational excellence by utilizing the World Wide Web
for networking and has secured partnership and grant funding to supplement contributions to
important studies related to their mission; and
WHEREAS, RCAC monitored, analyzed, and reported on the Valdez Marine Terminal
Operations and Maintenance; and
WHEREAS, RCAC has developed a framework for participating in the state and federal
right-of-way renewals for the Trans-Alaska Pipeline System, including the terminal facilities; and
WHEREAS, RCAC is now focused on training, strategies, maneuvers, and tactics that will
clearly demonstrate that state-of-the-art tugs can effectively assist a disabled tanker in time to prevent
a grounding or collision; and
WHEREAS, RCAC continues to review oil spill prevention and response plans for those
portions of the Trans-Alaska Pipeline where a spill would affect the watershed and coastal resources
in our region; and
WHEREAS, RCAC has been actively involved in efforts to improve the Valdez Marine
Terminal oil spill prevention and response plan, based primarily on the State of Alaska's requirements
on which approval of the plan was conditioned.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council supports the recertification of Prince William Sounds Regional
Citizens' Advisory Council's application for recertification as the alternative voluntary advisory group
for Prince William Sound.
Section 2. This resolution shall take effect immediately upon its adoption.
