RESOLUTION 2002-052
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO APPROPRIATE
FUNDS AND RECLASSIFY: THE SPORTS & RECREATION'S PROGRAM
ASSISTANT, SPORTS POSITION FROM A RANGE 4.0 TO A RANGE 12.0
AND CHANGE THE TITLE TO SPORTS & RECREATION ASSISTANT; THE
MAIN OFFICE'S OFFICE ASSISTANT POSITION FROM A RANGE 4.0 TO A
RANGE 9.0 AND CHANGE THE TITLE TO RECREATION AIDE / OFFICE
ASSISTANT; THE TEEN & YOUTH CENTER'S (TYC'S) RECREATION
LEADER (one of two) FROM A RANGE 6.0 TO A RANGE 12.0 AND CHANGE
THE TITLE TO TYC ASSISTANT; AND THE TYC'S (other) RECREATION
LEADER FROM A RANGE 6.0 TO A RANGE 10.5 AND CHANGE THE TITLE
TO PROGRAM ASSISTANT; THE PARK MAINTENANCE WORKER I (one of
two) POSITION FROM A RANGE 8.5 TO A RANGE 13.5 AND CHANGE THE
TITLE TO PARK TECHNICIAN; THE TYC DIRECTOR POSITION FROM A
RANGE 15.0 TO A RANGE 19.0 AND CHANGE THE TITLE TO PROGRAMS
SUPERVISOR
WHEREAS, the City Manager has developed a plan for the reorganization of the Parks and
Recreation Departments; and
WHEREAS, the department has been plagued with constant employee turnover, retraining and
un-filled positions; and
WHEREAS, the Program Assistant, Sports position title will change to Sports & Recreation
Assistant, and the plan will increase the duties and responsibilities of the position such that it shall be
reclassified from a Range 4.0 to a Range 12.0; and
WHEREAS, the Office Assistant position title will change to Recreation Aide/Office Assistant,
and the plan will increase the duties and responsibilities of the position such that it shall be reclassified
from a Range 4.0 to a Range 9.0; and
WHEREAS, one Recreation Leader position title will change to TYC Assistant, and the plan
will increase the duties and responsibilities ofthe position such that it shall be reclassified from a Range
6.0 to a Range 12.0; and
WHEREAS, the second Recreation Leader position title will change to Program Assistant, and
the plan will increase the duties and responsibilities ofthe position such that it shall be reclassified from
a Range 6.0 to a Range 10.5; and

WHEREAS, one Park Maintenance Worker I position title will change to Park Technician and
the plan will increase the duties and responsibilities ofthe position such that it shall be reclassified from
a Range 8.5 to a Range 13.5; and
WHEREAS, the TYC Director position title will change to Programs Supervisor and the plan
will increase the duties and responsibilities ofthe position such that it shall be reclassified from a Range
15.0 to a Range 19.0; and
WHEREAS, Resolution 2002-051 authorizes an increase in camping fees which increases
camping fee revenue line item, which will have a positive influence on Fund Balance of$60,000; and
WHEREAS, the cost ofthe department reorganization is $40,253 to be supported through the
increased camping fees.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:
Section 1. Appropriates $40,253 from the General Fund Fund balance Account No.1 0 1-0000-
3050 to the parks and recreation salary and benefits line item number 101-14XO-5XXX.
Section 2. The City Manager is authorized to reclassify the Program Assistant, Sports from a
Range 4.0 to a Range 12.0 and change the title to Sports & Recreation Assistant.
Section 3. The City Manager is authorized to reclassify the Office Assistant position from a
Range 4.0 to a Range 9.0 and change the title to Recreation Aide / Office Assistant.
Section 4. The City Manager is authorized to reclassify one Recreation Leader position from a
Range 6.0 to a Range 12.0 and change the title to TYC Assistant.
Section 5. The City Manager is authorized to reclassify the other Recreation Leader position
from a Range 6.0 to a Range 10.5 and change the title to Program Assistant.
Section 6. The City Manager is authorized to reclassify one Park Maintenance Worker I position
from a Range 8.5 to a Range 13.5 and change the title to Park Technician.
Section 7. The City Manager is authorized to reclassify the TYC Director position from a Range
15.0 to a Range 19.0 and change the title to Programs Supervisor.
Section 8. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 13th day of
May, 2002.
