RESOLUTION 2002-054
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH ELECTRIC POWER SYSTEMS FORA PRICE NOT TO
EXCEED $33,100 TO PERFORM MAINTENANCE ON THE SPRING
CREEK LOAD TAP CHANGER INCLUDING SUPPLYING ALL OF THE
NECESSARY PARTS
WHEREAS, the Load Tap Changer (LTC) on the Spring Creek Substation 16 Mva
transformer is in need of maintenance; and
WHEREAS, Electric Power Systems, an Alaskan firm qualified to do this work, has
provided the City of Seward a $33,100 quote to provide the materials and perform the necessary
maintenance on the transformer LTC; and
WHEREAS, Electric Power Systems is the only firm in Alaska qualified to do this work
and can perform in a timely manner; and
WHEREAS, the continued operation of this transformer is vital to providing power to the
SMIC area: and
WHEREAS, Seward City Code 6.10.120 (5) allows an exemption from competitive
procurement procedures when services can only be furnished by a single contractor.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into a contract with Electric Power
Systems (EPS) for a price not-to-exceed $33,100 to perform maintenance on the Spring Creek Load
Tap Changer including supplying of all necessary parts.
Section 2. Funding to be from Accounts 501-5400-5380 ($25,000), General Operating
Expense, and 501-5110-5380 ($8,100), Substation Operations.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 28th
day of May, 2002.
