RESOLUTION 2002-056
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH ELECTRIC POWERS SYSTEMS FOR AN AMOUNT
NOT-TO-EXCEED $24,800 FOR RECLOSER MAINTENANCE AT FT.
RAYMOND AND SPRING CREEK SUBSTATIONS
WHEREAS, Ft. Raymond Substation has five reclosers in need of maintenance and Spring
Creek Substation has three reclosers in need of maintenance; and,
WHEREAS, Electric Power Systems has provided a propo,sa;l to the City of Seward to
perform the maintenance on these reclosers on a "Time and Material" and employee expense basis
which is estimated to be approximately $24,800 for the entire project; and,.
WHEREAS, Electric Power Systems is the only company in Alaska qualified to perform this
maintenance; and
WHEREAS, Seward City Code 6.10.120 (5) allows an exemption from competitive
procurement procedures when services can only be furnished by a single contractor.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into a contract with Electric Power
Systems for an amount not-to-exceed $24,800 for maintenance and repair work on the eight
Substation Reclosers at Ft. Raymond and Spring Creek Substations.
Section 2. Funding is available from Accounts 501-5110-5380 ($6500), Substation
Operations, and 501-5400-5390 ($18,300) Maintenance & Repair.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 28th day
of May, 2002.
