RESOLUTION 2001-038
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUPPORTING THE APPLICATION SUBMITTED BY THE
CHUGACH REGIONAL RESOURCES COMMISSION TO THE FIRST
ALASKANS FOUNDATION FOR A COMMUNITY PLANNING AND
DEVELOPMENT PROGRAM
WHEREAS, The Qutekcak Native Tribe (QNT) operates the Qutekcak Shellfish
Hatchery (QSH), and QSH is the only such hatchery in the state, and
WHEREAS, QSH was constructed in order to provide a ready source of seed stock to
Alaska's developing shellfish mariculture industry, and
WHEREAS, despite the best efforts of QNT and others, the shellfish mariculture has not
developed as projected in Alaska's coastal communities, and
WHEREAS, several individual communities, tribes, and businesses have developed
economic strategies specific to their locale or situation, and
WHEREAS, the absence of an industry and statewide development strategy and model is
seen as a major constraint to the industry growth which is necessary for QSH to succeed, and
WHEREAS, QSH cannot provide the seed necessary for subsistence harvest beach
enhancement programs without concurrent production for shellfish farming businesses, and
WHEREAS, the First Alaskans Foundation is requesting proposals for community
planning and development programs to assist in achieving the goal of increasing and enhancing
sustainable community planning and development efforts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The Seward City Council supports the application submitted by the Chugach
Regional Resources Commission in order to fund a project that will fulfill the goals of the First
Alaskans Foundation, coastal Native villages, and the shellfish farming industry.
Section 2: This resolution shall be attached to the application submitted by Chugach
Regional Resources Commission to the First Alaskans Foundation.
Section 3: This resolution shall take effect immediately upon adoption.
