RESOLUTION 2001-082
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING A GRANT FROM THE ALASKA DEPARTMENT
OF HEALTH AND SOCIAL SERVICES IN THE AMOUNT OF $14,000 TO
CONDUCT FINANCIAL ANALYSIS OF THE SEWARD HEALTH SYSTEM,
APPROPRIATING THE FUNDS AND AUTHORIZING THE CITY
MANAGER TO ENTER INTO AN AGREEMENT WITH DAVID BERK,
PRINCIPAL WITH THE FIRM RURAL HEALTH FINANCIAL SERVICES,
INe., TO CONDUCT THE FINANCIAL ANALYSIS AS REQUIRED BY THE
GRANT FOR AN AMOUNT NOT TO EXCEED $14,000
WHEREAS, the Department of Health and Social Services (DHSS) for the State of Alaska
has provided a grant in the amount of $14,000 to the City of Seward for the purpose of conducting
a financial analysis of the health system in Seward; and,
WHEREAS, the intent of the grant is to provide the community, the hospital, the long-
term care facility and other community health system managers an outline of financial infonnation
that could be used in a more detailed Financial Plan in a later phase of planning; and,
WHEREAS, the City is required to obtain the services of a qualified financial
analyst/expert working through the hospital administrator that is approved by DHSS; and,
WHEREAS, the hospital has recommended that the City contract with David Berk,
Principal with the firm Rural Health Financial Services, Inc. in Anacortes, Washington; and,
WHEREAS, Mr. Berk is familiar with the Seward health system and has worked with the
City, the hospital and the long-term care facility on other projects and has been approved by
DHSS; and,
WHEREAS, the Seward City Code ~6.1O.120 allows the City to purchase professional
services without utilizing formal bid procedures; and,
WHEREAS, the funding for the consultant will be from the State of Alaska DHSS grant
in the amount of $14,000.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Grant in the amount of$14,000 from the Alaska Department of Health and
Social Services to conduct financial analysis ofthe Seward health system is hereby accepted.

Section 2. Funding in the amount of $14,000 is hereby appropriated from State Grant
Revenues, account no. 101-0000-4680-0200 to the General Fund, General Services, Contract
Services, account no. 101-1180-5390-0000-006.
Section 3. The city manager is hereby authorized to enter into an agreement with David
Berk, Principal with the firm Rural Health Financial Services, Inc., to conduct the financial analysis
as required by the grant for an amount not to exceed $14,000.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 25th day
of June, 2001.
