RESOLUTION 2000-014
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, DECLARING A STATE OF DISASTER IN THE CITY OF
SEWARD AND REQUESTING ASSISTANCE FROM THE KENAI
PENINSULA BOROUGH AND THE STATE OF ALASKA.
WHEREAS, The City of Seward is a political subdivision within the Kenai Peninsula
Borough and the state of Alaska; and
WHEREAS, the City of Seward established an emergency operations center at 12:45 p.m.
February 3, 2000, due to extreme winter since January 25,2000; and
WHEREAS, the City of Seward has been isolated off and on since January 27,2000, and
completely cut off since Sunday night, January 30, 2000; and
WHEREAS, the City of Seward is currently cut off from road, rail and air traffic; and
WHEREAS, current projections are that we will be cut off for up to one week, and as a
result we are concerned about food and medical supplies; and
WHEREAS, primary electrical power has been cut off since February 2, 2000, causing us
to be on backup generation and back-feeding power through Mile 18 of the Seward; and
WHEREAS, failure of the backup system is of major concern; and
WHEREAS, the City's current assets are extremely limited and nearly exhausted, and we
are forced to rely on outside resources as the situation progresses; and
WHEREAS, the critical needs at this time are air and road connection for supplies, and re-
establishment ofthe primary electrical connection of the main transmission line; and
WHEREAS, the geographic boundaries of the emergency include the corporate limits ofthe
city of Seward and extending out through the City of Seward Electrical Service Area;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. A disaster emergency is declared to exist within the city of Seward.

Section 2. Further, it is requested that the Mayor of the Kenai Peninsula Borough and the
Governor of the State of Alaska declare a disaster emergency, consider the city of Seward a disaster
emergency area as provided for in AS 26.23.020, and request appropriate support from borough and
state agencies. This declaration shall continue for a maximum of seven days unless extended by the
City Council of the city of Seward.
Section 3. Furthermore, the City Council certifies that the city of Seward has or will expend
resources as a result of this disaster for which no state or federal reimbursement will be requested
and which constitutes a substantial expenditure on the part ofthe city of Seward.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 3rd day
of February, 2000.
